The position holder will be required to provide strategic advice to the Senior Policy Executive and the Sex Discrimination Commissioner on key cultural reform issues. The Director will be required to establish and manage stakeholder relationships across Defence to ensure the successful delivery of partnership outcomes, and develop innovative ways of working in a unique and dynamic environment. The role also requires management of a team, the ability to define and respond to highly complex problems, and extensive travel within Australia. DUTIES: Provide high-level strategic advice to the Senior Policy Executive and the Sex Discrimination Commissioner in relation to the Defence cultural reform work. Manage and lead the Strategy and Engagement team in meeting the strategic goals of the Commission and the Defence partnership and delivering timely, relevant materials of a high standard. Manage and nurture the relationship with Defence to support the partnership outcomes. Lead the financial planning, resource management, ethics and protocol management in relation to this work. Create a strategic approach to project design and management including co-design, data collection methodologies, monitoring and evaluation activities and communication activities. Develop, maintain and nurture networks and liaise with identified internal and external stakeholders across a range of constituencies, communities, government agencies and organisations, specifically in relation to Defence. Manage and coordinate, as well as contribute to, the conduct of research, policy development and planning activities of the team, including: Identifying strategic opportunities for the Commissions work with Defence including expansion of activities/projects/value add processes; Creating and promoting solid, evidence based, outcomes focussed information for sharing with stakeholders through monitoring and evaluation activities, case studies and qualitative/quantitative data analysis. Providing advice on key human rights issues; Analysing organisational policies, systems and processes in order to identify barriers to cultural reform and develop strategic responses; Developing other supporting documents including discussion papers, speeches and submissions. Collaborate with the Director Project Implementation and Delivery to ensure cross pollination of learning, practice and expertise. Collaborate with the Senior Executives, other policy teams and cross Commission teams in the development and delivery of key Commission priorities. Contribute to the Senior Policy Group including by meeting reporting, planning / evaluation and other responsibilities. Attend consultative and other meetings and represent the Commissioner/ Commission as required; including before parliamentary committees and other public inquiries and participate in the public awareness/ promotional work of the Commission. SELECTION CRITERIA: Demonstrated specialist knowledge and understanding of human rights broadly and cultural reform issues within Defence more specifically and the capacity to show leadership in responding to these issues. Demonstrated highly developed capacity for strategic thinking, political awareness, sound judgement and creative problem solving. Demonstrated ability to manage and deliver on multiple, large-scale projects simultaneously with competing deadlines and deliverables. Demonstrated management ability including a capacity for leadership and experience in managing staff. Highly developed communication skills including a demonstrated ability to communicate confidently, persuasively, sensitively and articulately, with a capacity to ensure that stakeholder interests are recognised and managed positively and professionally.
