The Defence Force Collaboration Team are looking for a Senior Project Officer with a research and evaluation background and project management skills to support the planning, management and evaluation of projects. DUTIES: Contributing to the Commissions work on: Provide high level strategic advice to the Defence Collaboration Team Director in relation to the terms of reference of the Defence cultural reform work. Critically analyse complex issues and undertake high quality research. Undertake field research using focus groups, consultations and interviews. Design and conduct project evaluations and reviews and support team and organisational planning and evaluation processes. Support project planning and evaluation capacity building activities. Provide feedback to senior personnel and team members in a sensitive and constructive manner and work collaboratively to develop practical and sustainable responses. Develop and manage a range of key stakeholder relationships, particularly within the Australian Defence Forces and Department of Defence. Identify and analyse organisational systems and, where required, recommend and support changes in order to facilitate cultural reform. Prepare and deliver reports and outcomes briefs that are evidence based, and include both quantitative and qualitative research. Develop and deliver presentations and educational initiatives as required. Other duties consistent with the above as directed. SELECTION CRITERIA: Sound conceptual, analytical, strategic thinking and problem solving skills with a positive approach to resolving issues and facilitating reform. Strong project management expertise with demonstrated ability to plan, manage and evaluate projects, using program logic and theory of change approaches, often concurrently, within tight deadlines. Demonstrated experience and confidence in coordinating and facilitating forums and consultations and conducting interviews. Experience in the analysis of organisational policies, systems and processes in order to identify barriers to cultural reform and develop strategic responses. Demonstrated ability in research design and analysis. Ability to use mixed method approaches. Experience with statistical packages and tests and qualitative analysis software such as NVivo is desirable. Strong monitoring and evaluation expertise with the ability to design and implement monitoring and evaluation plans, including instrument design and data collection, analysis, synthesis and multi media reporting. An understanding of internally led evaluation and evaluation capacity building is desirable. Highly developed relationship management skills, with a capacity to work collaboratively to ensure that various stakeholder interests are recognised and managed positively and professionally. Highly developed written and oral communication skills including a demonstrated ability to communicate at all levels of the organisation confidently and sensitively on matters relevant to the delivery of identified priorities and the terms of reference.
