Today NFDCCA is self-funded through insurance services and products, such as books and other publications that assist Carers. Our turnover is $1.7 million. NFDCCA has prepared this submission to provide background and information on the unique role that Family Day Care can and does play every day in supporting an effective work and family balance for those families using this special child care service. It is hoped that this outline of support mechanisms for families will be useful to the Commission and be able to clearly demonstrate the benefits that responsive and flexible child care can deliver to Australian families. ABOUT FAMILY DAY CARE Family Day Care is a network of caregivers who provide flexible care and developmental activities in their own homes for other peoples children. Family Day Care services support and administer a network of Carers and receive operational support funding from the government, as a contribution to that role. The service is responsible for the effective operation of all components of Family Day Care, including recruiting, training and supporting Carers, monitoring care provision. In addition the service assists parents to select an appropriate Carer for their child and provide advice, support and information for families. A Family Day Care service can provide flexible care including: Long day care Part-time Care Evenings & 24hr care Weekend care Emergency careOccasional Care Vacation care After school hours care In home care Care for shiftworkers Family Day Care is governed by State/Territory regulations and National Standards and operates within a national accreditation system administered by the National Childcare Accreditation Council (NCAC). Family Day Care operates 24 hours a day, 7 days a week. Size of Program The Family Day Care program is made up of: Parents - of around 100,000 children Carers over 13,500 Coordination Unit staff 2,000 THE BENEFITS OF FAMILY DAY CARE Parents who are shiftworkers, who work in jobs where they are on call or who do relief work (eg nurses, police, hospitality etc). Work arrangements where the parent/s may require weekend and/ or overnight care. Family Day Carer responds well in family emergencies. This flexibility enables the family to react and respond to their own changing environment work and/or family. It has been documented that children under six, especially boys, need to spend their days with people who they are special to and with whom they can build a bond. Steve Biddulph, Australias best known family therapist and parenting author, has stated in his book Raising Boys that: Care by a loving relative, or Family Day Care with a loving Carer, is far better than a crche situation for toddlers under three. Family Day Care has lower child:adult ratios than child care centres and this enhances attachment. The fewer children per adult the greater the opportunity provided and maintained for bonding and attachment. Family Day Care has a high degree of versatility suitable for families requiring the most flexible support, such as: Shift workers, seasonal workers, commuters, farmers, students Families with babies and children under 2 Families with children with high needs eg disability Supports siblings to be in care together WHAT FAMILY DAY CARE WANTS One Regulatory System Family Day Care currently operates under three layers of regulation: National Standards State/Territory Regulations Quality Assurance (NCAC) It is time consuming for Family Day Care schemes and Carers to follow these varied layers of regulation. Demands and pressures not only exist in interpreting and implementing systems that are sometimes conflicting, too prescriptive and inconsistent, but in providing consistent care for children while still trying to keep in line with all systems as well as scheme policies. Family Day Care needs one streamlined regulatory system which not only takes into account geographical and cultural differences but also licensing processes which are consistent, quick and simple. This in turn would make for a smoother recruitment process for new Carers. Child care regulations need to have consistency across service types for fundamental elements but have the diversity to reflect differences, such as for babies and children with disabilities. Recognition by Local and State/Territory Governments Local and State/Territory governments need to see childcare as part of economic development not just a social welfare cost shifted from the Commonwealth to them without adequate funding. Family Day Care creates wealth for the local community by: Offering small business opportunities. Creates local employment, particularly for women, and generates expenditure and savings, supporting local commerce, including retailers and banking facilities. This in turn provides more employment opportunities for those living in the community, and increases the amount of commercial activity for the locality. NFDCCA wants to promote to Local and State/Territory Governments that Family Day Care is a low cost solution for providing childcare in the local community. Promotion of Welfare to Work Project NFDCCA would like to see Local and State/Territory Governments lend practical support to the Department of Employment and Workplace Relations (DEWR) - Family Day Care Workforce Solutions Project. The DEWR program will address skills shortages in a number of industries (one of which is childcare) by helping find self-employment as Carers. The DEWR Family Day Care Workforce Solutions Project will: seek to understand the barriers to filling vacancies in Family Day Care look to develop solutions to overcome those barriers access funds available to the Job Network which can be used to assist job seekers obtain employment for things like training, uniform etc. develop a model that could involve pre employment training tocover thingslike first aid, basic business management skills and some basic child care training components. Implement a rebranded recruitment strategy to the open employment market Create a National Recruitment Centre for the Family Day Care program The potential of the project is to roll out Family Day Care into areas currently very short of childcare options. HOW GOVERNMENTS CAN USE FAMILY DAY CARE TO ADDRESS WORK/LIFE BALANCE The central point of Family Day Care is that it is a local solution to local employment and childcare needs. Carers do not commute like other childcare workers but live locally. This promotes local community cohesion. Family Day Care upholds and utilises capacity building in its everyday operation, working with the community to find ways in which to provide support to families, improve the welfare of children and parents and strengthen community ties. Family Day Care provides a support structure that enables parents to adequately manage the competing demands of work and family. Because of the flexibility and individuality of Family Day Care, Carers provide assistance to families beyond simply looking after children. They become part of an extended family, helping parents, who for job reasons have only a part-time relationship with their community, to benefit from someone with full-time residence. Becoming a Carer is also an employment opportunity for women, and for many enables them to remain at home during their childrens early years while still contributing to the financial stability of the family this of itself creates and maintains a work/family balance for more than 13,500 Family Day Care providers and their families.. For many families, the ability to participate in the workforce afforded by access to flexible quality childcare also means that they are no longer dependent, or have reduced dependency, on government benefits.
