In May of this year, the Northern Metropolitan Regional Respite Network held a forum on issues relating to access to transport for people with disabilities and their families/carers. The ninety participants who attended included Victorian State Government ministers and departmental officers, members of organisations working with people with a disability, taxi and bus operators, service providers, and family/carers. Two of the themes discussed at the Respite Network’s forum have a direct bearing on the current HREOC inquiry. These themes were: Taxi accessibility and reliability; and Training and skills needed for drivers of buses and taxis. The expected outcomes of the Regional Respite forum included: The clarification of transport issues for people with disabilities and their carers in the Northern Metropolitan region of Melbourne; A series of possible solutions to address each of the transport issues; Identification of the key organisations that are able to effect the solutions suggested. The issues identified as barriers to successful operation in relation to taxi services were: Punctuality Non arrival of pre-booked taxis Non response to calls when taxis are available in the area Not enough work to have drivers solely on call for wheelchair bookings Taxis not allowed to cross designated boundaries Drivers have no knowledge of the personal needs of clients Vulnerability of people with disabilities (either from problems from drivers or waiting alone) Non-acceptance by drivers for short trips or for wheelchair users Skills, training and trust of drivers Apparent lack of training in intellectual, emotional and physical needs of people with a disability. No trained drivers are available at weekends. Bus drivers do not appear to have training about the safety of people in wheelchairs and the use of appropriate restraints. Many drivers do know seem to know where the actual pickup is (eg inside the building). As well as suggesting solutions and strategies to the problems we had identified during the forum, we also named the organisations that we believed could be approached to address the solutions we have suggested. The following recommendations are being sent to taxi companies, the State Department of Infrastructure and other interested bodies: Taxi Companies Improve liaison between the booking office and the driver (eg detailed information about pickups and profile of passengers) Implement driver training programs that include a code of practice in relation to people with disabilities, attitude towards people with special needs Develop a training program for relief and fill-in drivers Develop a user friendly complaints program (eg for lack of punctuality, non-response to calls, non acceptance of jobs, driver behaviour etc) Develop a process for feedback on services (both positive and negative experiences) Develop a procedure and policy that ensures drivers accept all bookings, especially for shorter trips. Provide permanent pick-ups for school children using the same driver Increase fares payable to driver through having to use eg more than one wheelchair lift Develop a personal relations strategy Department of Infrastructure and Taxi Directorate Ensure that wheelchair pickups are a priority for wheelchair access vehicles of TAC model Commission a study to compare response times and non arrival between taxis servicing non-disabled and disabled passengers These issues and recommendations relate to the issues for comment raised by the Inquiry (eg response times, numbers of taxis available, economic factors and effective use of accessible fleets).
