The following submission is made by the Canberra Taxi Proprietors Association. Proportion of Taxi Fleets The proportion of wheelchair accessible taxis (WATs) in a fleet of taxis considered to be sufficient to achieve equivalent response times will differ from service area to service area. It will be driven by factors such as the number of users, the demography, the road system, the dispatch system, and the driver remuneration to name but some. In the ACT WATs are 10.04% of the fleet. These taxis conduct, on average, no more than two hirings per taxi per day. Notwithstanding the low number of hirings response times have not been the equivalent of standard taxi response times. This has been a direct result of the ACT Department of Urban Services imposed method of dispatch. The dispatch method was changed in March 2001 and response times improved immediately. It is not considered appropriate to nominate a particular percentage of the fleet as being the “sufficient” number of WAT taxis. Universal Taxi A universal taxi fails to address the discrimination such a vehicle would provide for those passengers wanting a sedan. It is common practice for passengers on taxi ranks to bypass a WAT to access a standard taxi. This clearly indicates that some taxi users have a preference for the type of vehicle they hire. The economic viability of the universal taxi is questionable in a nation of only 16,000 taxis with an annual turnover approximating only 2,000. Dedicated Service Taxi drivers earn an income from the metered fare. The market for dedicated wheelchair accessible hirings is not sufficient to provide a sustainable living for a taxi driver. The wheelchair market in the ACT provides approximately 10% of the total market for WATs. Economic Factors WAT vehicle capital costs are more than twice that of a standard taxi. This is a disincentive to the operator of a standard taxi plate to acquire a WAT vehicle. A taxation concession for the purchase of a WAT aligning it with a standard vehicle would be a positive inducement to increase the WAT fleet. Taxi drivers are presently discriminated against when providing a WAT service. While drivers in the ACT are entitled to engage the taxi meter on arrival at the pickup point and to stop the meter after unloading the passenger at the destination, this is not the norm. Some drivers do engage the meter upon arrival but all drivers stop the meter upon arriving at the destination and before unloading. The driver is therefore financially disadvantaged in comparison to the standard taxi driver. A reason for drivers not engaging the meter for the legally allowed time is to avoid the confrontation which would otherwise be experienced with many of the users of the service who argue that the fare is excessive and that the passenger is being discriminated against. Effective Use of Accessible Fleets The equivalent response times will be more easily achieved through; Micro management of the WATs fleet by the network Performance standards which acknowledge peak and non peak periods The onus of vehicle availability, service and equipment standards being placed with the taxi operator and taxi driver. The onus of receiving and dispatching hirings being placed with the network. Corrective action for breaches by either party to rest with the regulator. WAT operators should be allowed their choice of network and the same competition principles applied to WAT services as to standard taxi services. Wheelchair standards must be enforced. Standards stipulating sizes, weight, tie down points, and if necessary integral posture restraints must be established. The onus for the provision of a mobility aid which meets the standards must be placed with the user of the aid. These standards must also apply to scooters and any other device that may be developed.
