Recommended Amendments made by Blind Citizens Australia. The animal is trained by an accredited organization; and The person is trained to use the animal by an accredited organization; and The training the animal has received is relevant to the users need for the assistance animal; and The users need for the assistance animal relates to his or her disability. However, clarification will need to be made on what constitutes an accredited organization and how and by whom these institutions will be approved by. The names of these organizations should also be easily accessible to the general public. The term trained animal also requires clarification in the legislation. Whether this term stipulates just the use of dogs or/and including other animals. LHDI would also like all hearing dogs, guide dogs, assistance dogs to be easily identifiable through lead, collar or harness and identification cards must be carried by all owners at all times, whilst the dog is working. LHDI would also like to see consideration given to establishing penalties for members of the general public who attempt to take advantage of the access rights of Hearing/Guide Dogs and try and pass their pet off as a hearing dog or guide dog. This puts the public at risk and also other hearing dog and guide dogs users. We would welcome and appreciate the opportunity to discuss this matter further in the future.
