However, these undulating and uneven surfaces can be detrimental to the balance and secure footing of people with various musculoskeletal diseases, or those with lower limb or foot deficiencies. EXPERIENCES There are various types of tactile tile surfaces in public areas, and particularly at public transport facilities. Many of these surfaces are of a rectangular raised bar type construction which can be a real hazard for people with irregular gait caused though a number of reasons including, joint replacement, musculoskeletal disease especially arthritis and osteoporosis, Multiple Sclerosis, the elderly and the frail, and any person who is of unstable footing who strikes the edge of a raised tile surface. Our Telephone Information Service has spoken to many people that fall into the categories above, but especially those with joint replacements and arthritis who have expressed a concern with such tiles, particularly at Melbourne railway stations where this type of tactile surface is installed. Volunteer telephone information adviser and advocate for Arthritis Victoria, Noel Smith, who sits on the Public Transport Advisory Committee (PTAC), has already reported to the PTAC these experiences and concerns. Noel has had bi-lateral hip replacements and limited mobility and believes the raised tactile tiles have created an increased danger of falls and accidents unless great care is taken to avoid contact. A suitable alternative that may also satisfy the vision impaired, could be the tactile surface tiles constructed with a raised rounded dimple surface, as they are far less likely to cause problems because they do not have such a steep and clearly defined edge as the bar type tiles. While it is imperative that raised tactile surfaces provide an effective and safe directional and warning role for people with blindness and vision impairment, it should do so without creating a new unwanted hazard for a rapidly growing population whose mobility is affected by musculoskeletal diseases. SUMMARY Tactile surfaces at public areas and public transport venues should be designed to provide the maximum warning and directional messages for blind and vision impaired persons without creating additional hazards for mobility challenged persons. It is the opinion of Arthritis Victoria that every effort should be made to use dimple construction tactile surface indicators as a standard, and to avoid the use of the long bar construction. As the personal, financial and community costs of falls is becoming known it is important that falls prevention strategies are carefully considered as part of this review. People with musculoskeletal diseases and limited mobility will be affected if dangerous raised surfaces are allowed. Great consideration needs to be given in the design and provision of raised tactile surfaces in all public areas and public transport venues.
