As a believer of universal human dignity, and friend of a member of the deaf community, such a request, which involves compromising the right for those with disabilities to challenge any problems concerning the provision of captions and audio description in cinemas, seems at the least bit demoralising and an act of discrimination in itself. Achieving more equal access to movie sessions for all should not be a matter of compromising one right for another, although this is exactly what the above request proposes. By granting these cinema corporations an exemption from complaints, what they are receiving is in fact power against those with disabilities for 2.5 years and resistance to the rights which these people have long been fighting for. This is all in return for increasing the screenings which can be accessed by those with disabilities to a mere 1% (at most) of the total number of screenings taking place at these cinemas each week (as raised by Adam Elliot in his submission). This is shameful at the least. The proposal disempowers people with disabilities, like my friend who, like you and me, enjoys watching movies, and denies these people freedom of expression (which is recognised as a human right under Article 19 of the Universal Declaration of Human Rights). Without this right, these citizens are robbed of individual dignity and the ability to participate in decision-making and voice any concerns regarding the provision of captions and audio description in cinemas, therefore making them vulnerable to the abuse of power by these corporations in a supposedly democratic society. As I said above, and would like to emphasise again, equal access to movie sessions should not be a matter of trading one human right for another. It is one which all should be entitled to, and should expect to receive without sacrificing other rights in the process.
