Ten years later we still have much to do to enable this. My discussion today will focus on recent government pathways in disability policy. At the broadest level the governments focus in disability policy has been in enhancing opportunities for people with disabilities; and including disability issues within the Commonwealth government policy framework. Including disability issues within the Commonwealth government framework Commonwealth Disability Strategy The Commonwealth Disability Strategy was established in 1994 as a planning framework to assist Commonwealth organisations to meet their obligations under the DDA. The strategy demonstrates the Commonwealths commitment to the DDA and international conventions that underpin it. The DDA creates the opportunity for dialogue to occur to reach consensus for people with disabilities and promote equity. The strategy is the vehicle that enables the dialogue. The government understands the importance in considering equity from the broadest perspective and works towards ensuring that these initiatives work seamlessly so that people with disabilities can participate equally. CDS Evaluation and Refinement The strategy has been reviewed three times. Two progress reports were tabled in Parliament in 1995 and 1997 and the evaluation was undertaken in 1999 2000 and a refined strategy launched in 2000. The refined strategy puts a number of processes in place to encourage Commonwealth organisations to incorporate the needs of people with disabilities early in the planning stages of their policy and service delivery processes. The strategy is a broad shift in thinking, designed to be absorbed into every aspect of public sector work, ensuring standards in policy, program and service development and delivery. The evaluation noted that the strategy needed to be better linked to other government outcomes such as the development of DDA standards. The strategy and the standards are ways of raising awareness. They work in parallel and complement each other. The refined Strategy includes a performance management framework. It identifies the five roles of government: policy adviser, regulator, purchaser, service provider and employer and contains performance indicators and measures designed to assist Commonwealth organisations focus on disability issues in every aspect of their work and remove barriers to access for people with disabilities. Commonwealth organisations are required to report their progress in implementing the Strategy in their annual reports. The refined Strategy will be independently evaluated in 2004. The Office of Disability will monitor progress of the Strategy through compilation and analysis of annual report data provided by all Commonwealth organisations. A report produced annually by the Office of Disability will provide an overview of progress of Commonwealth agencies. The Office of Disability also considered it important to gather baseline information from the perspective of the Commonwealth agency clients and employers for the CDS evaluation. Since the launch of the refined CDS the Office of Disability has: visited Commonwealth organisations to assist them to understand their role and the requirements they need to fulfil, including understanding their reporting requirements and preparing annual reports; produced a variety of publications on the strategy which have been widely distributed and are available on the internet as well as in other formats; worked with a number of Commonwealth organisations developing their Disability Action Plans; and commissioned two pieces of research, designed to collect baseline data on the view of clients and employees of Commonwealth agencies. Suzanne Bozic will be presenting a paper on these projects this afternoon. FaCS has prepared its own Disability Action Plan, which was launched on International Day of People with a Disability 2001 (3 December 2001). The strategy is based on a new model. It is a practical application, designed to raise awareness. The reporting framework has changed the way we report on access and equity issues. Already organisations are looking to apply this framework to their own access and equity issues. The 2004 evaluation should reveal the extent to which this framework is successful in todays changing public sector environment. On an international basis, the only country to have something similar in place is Canada. Its disability lens was developed around the same time as the refined CDS. Along with the strategy, the Government has undertaken a number of new policy directions designed to encourage greater participation opportunities for people with disabilities in the workforce and the community. Enhancing opportunities for people with disabilities The government is committed to developing a social support system that includes: a service delivery system that focuses on individual needs and capacities, and provides better coordinated, services aimed to improve outcomes; a simpler and more responsive income support structure that is in touch with the current labour market and provides greater support to encourage participation; incentives and financial assistance that provide people with better returns from work and therefore encourage independence and self-reliance; mutual obligations that would recognise the respective roles of the individual, families, government, business and the community to help themselves and each other; and a commitment to social partnerships aimed to engage business and community in creating opportunities for individuals and in ensuring that disadvantaged people have fair access to these opportunities. Australians Working Together Budget initiatives Over the next four years the government will spend $177 million on education assistance, new disability employment assistance places, and improved assessment of peoples capacity to work. In addition, the government will spend $73 million on employment assistance and rehabilitation places for parents and mature age people as part of the Australians Working Together. The government will increase education and training opportunities and improve service coordination for people with disabilities, for example, funding will be available for additional regional disability liaison officers to assist regional and rural students with disabilities to make the transition to tertiary education and employment. Many initiatives in this field aim to provide practical support for people with disabilities to help them gain further education.
