These research projects have been commissioned by the Office of Disability, Department of Family and Community Services, as part of the Commonwealth Disability Strategy evaluation framework. Results from these studies will be available in early 2002. The Commonwealth Disability Strategy Evaluation Framework The Commonwealth Disability Strategy (CDS) was established in 1994 as a planning framework to assist Commonwealth organisations meet their obligations under the Disability Discrimination Act 1992 and to assist them to remove barriers to access to programs, policies and services for people with disabilities. The Strategy was evaluated in 1998-99 and a refined Strategy was launched in 2000. The refined Strategy includes a performance management framework. It identifies the five roles of government: policy adviser, regulator, purchaser, service provider and employer and contains performance indicators and measures designed to assist Commonwealth organisations focus on disability issues in every aspect of their work and remove barriers to access for people with disabilities. Commonwealth organisations are required to report their progress in implementing the Strategy in their annual reports. The refined Strategy will be independently evaluated in 2004. The Office of Disability will monitor progress of the Strategy through compilation and analysis of annual report data provided by all Commonwealth organisations. A report produced annually by the Office of Disability will provide an overview of progress of Commonwealth agencies. The Office of Disability also considered it important to gather baseline information from the perspective of the Commonwealth agency clients and employers for the CDS evaluation. Two research projects have been initiated to establish baseline data on views of clients with disabilities to their access to Commonwealth policies, programs and services; and views of employees of the Commonwealth with a disability about the barriers they may or may not experience in their employment. This research will form a set of baseline indicators of access by people with disabilities in 2001 and 2002 and will be repeated in 2004 in the context of the CDS evaluation. The results of this research may also be used to inform the ongoing implementation of the Strategy during 2002 and 2003 and may enable better targeting of information and other measures where necessary to achieve the desired level of change within Commonwealth organisations. Views of Clients with Disabilities to Their Access to Commonwealth Policies, Programs and Services Research Study Key objectives of the client access research are to establish baseline data on the views of clients with disabilities in relation to: their access and barriers they may or may not face in trying to access Commonwealth policies, programs and services; and whether the attitudes of Commonwealth agency staff that they deal with are a particular barrier or enhancement to access. This project was developed in close consultation with the National Disability Advisory Council (NDAC). Colmar Brunton Research have been selected to conduct this study. Methodology The target population for the research is clients with disabilities of Commonwealth organisations, and, where appropriate, their families, carers or advocates. A Computer Assisted Telephone Interviewing (CATI) approach was used to administer the survey. Views of Commonwealth Employees With Disabilities to Their Employment Conditions and Other Commonwealth Policies, Programs and Services Research Study The key objectives of the research are: To establish baseline data on the barriers Commonwealth employees with disabilities may or may not experience in their employment; and To determine whether attitudes of Commonwealth colleagues are mentioned as either a barrier or as enhancing access. This research is being conducted by Orima Research in Canberra. Methodology All Commonwealth employees with a disability will be approached to participate in the survey. Issues covered in the survey The survey covers a broad range of issues about employment in a Commonwealth agency, including: participants experiences with seeking employment in a Commonwealth; organisation and recruitment processes; interview processes; the participants experience in their current position ; support they receive in the workplace and the workplace overall; and the impact of human resource policies and programs on their employment. Conclusion Baseline data is being collected at an organisational level, but also from the Commonwealth client and employee perspectives. The aim is to obtain a more comprehensive picture on whether the refined Strategy has had an effect on improving access for people with disabilities to Commonwealth policies, programs and services.
