Village Cinemas Australia is renowned for its innovations in cinema exhibition. These innovations extend to all facets of our complexes, from highly themed cinema entrances and foyers, to new standards in seating, sound and visual technology, to cutting edge concepts such as Mega-Screens, Gold Class Cinemas and Cinema Europa. The common theme running through these innovations is Villages commitment to providing the movie-going public with the best cinema experience, not just in Australia, but throughout the world. To this end, Village is committed to ensuring that all patrons have the opportunity to enjoy its facilities on an equal basis. In the past, Village sought to do this by meeting AS1640, Part 1 of the Building Code of Australia. However, it has become apparent that this standard does not go far enough to guarantee sufficient standards of equal access. Village Cinemas Australia has taken a pro-active approach to complying with the provisions of the DDA, which is intended to: Eliminate discrimination on the basis of disability in regards to the provision of goods and services, and access to premises. Provide equal access to goods, services and facilities for people with disabilities Address issues of staff training, education and employment. Village utilises the services of Morris-Walker Consultants, independent disability management specialists, to assist in providing worlds best practices in matters of equal access. In conjunction with Morris-Walker, Village has prepared this Disability Discrimination Act Action Plan in full accordance with the DDA. This Action Plan defines guidelines and standards for all existing cinema complexes and all future developments. It also provides a time-lime by which all activities must be completed, and takes into consideration budget cycles and economic constraints, however the ongoing commitment to equal access underpins this process. Of equal importance is the evaluation of existing staff practices, policies and procedures. Village is aware that its employees must be educated to effectively and sensitively deal with our customers with disabilities, as well as fellow employees. Finally, Village recognises that the expectations of its patrons are constantly changing. As such, Village strives to constantly improve upon the standards set in this Disability Discrimination Act Action Plan and, in doing so, guarantee that a visit to a Village Cinema is a positive experience for every one of its valued customers. Village Cinemas Australia DDA LIAISON OFFICER WHAT IS DISABILITY? Disability Discrimination Act 1992 (DDA) The Federal Disability Discrimination Act provides protection for everyone in Australia against discrimination based on disability. It is a means of ensuring that people with disabilities are treated as equally as those people without a disability and includes the provision of goods and services, access to buildings and employment. Definition of Disability Disability for the purposes of this Action Plan is defined in accordance with the DDA. It includes a disability that is: Physical; Sensory; Intellectual; Neurological; Learning Disabilities; Physical Disfigurement; The presence in the body of disease causing organisms. The DDA includes disabilities which people: Have now or previously existed but no longer exist; May exist in the future; Are imputed to a person. The DDA also covers a person being discriminated against because: They are accompanied by an assistant, interpreter or reader; They are accompanied by a trained animal (guide dog); They use equipment or aids (ie. hearing aids). The DDA also protects relatives, friends, carers and co-workers if they are discriminated against because of a persons disability. VILLAGE CINEMA AUSTRALIA DISABILITY REVIEW PROCESS The Advisory Committee will be comprised of individuals with specific knowledge in the disability marketplace, with some representing peak organisations for people with disabilities. The role of the Advisory Committee is to evaluate the progress of the Village Cinemas Action Plan, whilst ensuring that the Action Plan is truly representative of the latest trends specific to people with disabilities. Each year an external disability management consultant will review the Action Plan and its progress and provide input as to appropriate changes, shortfalls and areas requiring attention. This consultant will not be in the general employ of Village Cinemas. THE PROCESS OF DEVELOPING THE ACTION PLAN Village Cinemas Australia has utilised independent disability management consultants Morris-Walker to assist in the development of this Action Plan. Morris-Walkers directors have many years experience in disability management inclusive of the development of accessible facilities for people with disabilities, staff training, rehabilitation and policy development to corporate Australia. Further perspective is added with one director having had paralympics experience, which provides an international insight into disability management. Morris-Walker has audited all Village Cinemas, developed a design manual to assist in providing equal access into and throughout all sites, and coordinated the development of the Discrimination Act Action Plan, for Village Cinemas Australia. MONITORING AND EVALUATION Under Section 61 (e) of the DDA, an Action Plan must include provisions for evaluating the policies and strategies designed to eliminate discrimination. The organisations senior management has endorsed the Village Cinemas Australias Plan. The Territory General Manager will be responsible for the implementation of the Disability Discrimination Act Day to day coordination and implementation of the Action Plan will be the responsibility of the DDA Liaison Officer. Annual review of the plan will be carried out by an external consultant (see above). OBJECTIVES OF THE ACTION PLAN Objective 1: To provide equal access for people with disabilities into and throughout all existing and proposed cinema complexes. Objective 2: To develop products and services, which are accessible to people with disabilities. Objective 3: To develop a sensitive, consistent and informative training program (will supporting manuals) to address disability issues. This program must be relevant to all areas of Village Cinemas Australia. Objective 4: Ensure all customer and employment policies and procedures are non-discriminatory: and the employment opportunities for people with disabilities within Village Cinemas Australia are fair and reasonable Objective 5: To effectively communicate the objectives and contents of the Disability Discrimination Act Action Plan throughout Village Cinemas Australia. Objective 6: To effectively communicate the objectives and contents of the Disability Discrimination Act Action Plan to the general public and to facilitate a means for the public to provide feedback to and lodge complaints with Village Cinemas Australia. Objective 7: To monitor and evaluate the Action Plan on an ongoing basis to ensure that its objectives are achieved and that it remains consistent with the expectations of both society and legislation.
