Swinburne has a history of providing quality education and research in both TAFE and Higher Education sectors. The University offers a range of courses from apprenticeships through to PhDs and takes pride in providing courses with a strong vocational, technical and, increasingly, research emphasis. Swinburne also embraces diversity within its staff and student populations. This revision of the original Disability Action Plan will ensure that educational opportunities at Swinburne are inclusive for everyone, including members of the Swinburne community with a disability or medical condition. A widespread consultation process took place to develop the Plan which has been designed to ensure integration with the Universitys Planning Framework. This has resulted in greater awareness and cooperation from staff and students about the intent of the goals, the targets and the accountability processes. The Plan, in line with the Disability Discrimination Act (1992), aims to identify discriminatory practices or barriers within the University and to provide realistic strategies and processes for overcoming them. Swinburne envisages that this plan will support the University in its role as a leader in providing educational opportunities for all people, regardless of their backgrounds. Ian Young Vice-Chancellor Approach What are we trying to do? Swinburne University is committed to the provision of quality education for students from diverse backgrounds and with a variety of needs. Swinburne University acknowledges its obligations under the Disability Discrimination Act (1992) in relation to its role as: an educational institution, an employer, a provider of accommodation, goods, services, clubs, associations, and the owners of premises used by the public. Swinburne University of Technology recognises its legal responsibility to ensure that students with a disability have equal access to all University services and facilities in relation to enrolment, participation in education and training, curriculum development, accreditation and delivery, student support services and elimination of harassment and victimisation. The University recognises that the Act places an onus on it to be aware of, and responsive to, the rights of people with disabilities in each of these areas in ways that are consistent with wider social standards. This Disability Action Plan details the action Swinburne will take to implement the intent of the Disability Discrimination Act. The main objectives of the Plan fall into the following categories: All Staff Buildings and Facilities Publications and Events Information Technology Information Resources Student Operations Security Student Services Disability Services Learning and Teaching Human Resources Deployment How will this Plan be implemented? Responsibility for implementing this Plan rests with the Executive Group of the University. This Plan identifies the broad areas in which action must be taken to comply with the Disability Discrimination Act (DDA). Each member of the Executive Group is then responsible for ensuring that appropriate action is taken in each unit of the University to address the strategies and actions in the Plan. To ensure integration with the University Planning Framework, and to avoid parallel planning processes, specific action in individual units should be incorporated into existing plans (this is to streamline performance reporting). Where appropriate, these existing plans have been highlighted in italics throughout this document. Detailed policies and procedures are available on the Policy and Procedures Database (http://ppd.swin.ed.au/default). Communication of Plan Once approved by the Executive Group, the plan will be made available to all staff via the Swinburne web-site. Individual staff members with designated responsibility for particular actions are contacted individually about those responsibilities. Each member of the Executive Group is responsible for ensuring that the Plan and its intent are communicated to their units and staff. Monitoring and Reporting Accountabilities detailed in this plan will be monitored as part of the University's annual performance reporting cycle. A report on achievements against targets will be prepared annually by Deans of Academic Faculties, Head of Studies (Lilydale) and Directors; this report will be used for the University Annual Report, and Swinburne Today, the University's internal performance report.
