INTRODUCTION West Wimmera Shire Council acknowledges the rights of people with disabilities to be fully participating members of the community. It recognises that many barriers exist to mainstream services and activities, which can be eliminated with forethought. It seeks to improve access to all facilities, information and programs run by West Wimmera Shire Council. It also seeks to gain from the contribution of all its citizens. West Wimmera Shire Councils Disability Policy and Action Plan has been developed by its Occupational Health and Safety Committee following extensive community and staff consultation. It was made possible by Council and its officers working co-operatively with the local community to identify and overcome barriers to access for people with disabilities. In developing this document, Council has honestly and openly examined its practices and identified a need for change. The policy and action plan outlines the commitments Council is making to achieve change. They aim not only to ensure that West Wimmera Shire Council meets its responsibilities under the Disability Discrimination Act, but also to make West Wimmera an inclusive place for all people including those with disabilities to live, work, visit, or spend their leisure time. 2. ACCESS POLICY Councils role in including people with disabilities Council has a number of roles to play in improving access for people with disabilities, because it is a: Democratically elected government. Planner of the physical environment, facilities and services. Provider of infrastructure, facilities and services. Purchaser of services. Sponsor of community events and groups. Source of information. Major employer in the Shire. Leader to business and industry. Policy Statements West Wimmera Shire Council will ensure that: It aims to foster inclusive and accessible communities. It does not discriminate against any person with a disability. All planning will consider the needs of people with a disability. Infrastructure, facilities and services are as accessible as possible to all members of the community. Council officers and contracted service providers are accountable to the entire community for the service being provided. Council staff are informed about the needs of people with disabilities and aware of the resources available in the general community to assist them. Councils Equal Opportunity Policy is implemented. Public information is available and accessible to all. All citizens can participate in Councils democratic processes. All meetings, consultations, ceremonies and events the City sponsors, are as accessible as possible to everyone. Council encourages business, commerce, industry and community groups operating within West Wimmera to meet their obligations to people with disabilities. 3. ACTION PLAN This brief summary provides only a broad outline of the actions that will take to achieve the goal of ensuring that no person with a disability is discriminated against by West Wimmera Shire Council. Four key areas have been identified by Council: 1. Development of a culture of inclusion. Ensuring a physically accessible environment. Compliance with the Disability Discrimination Act.
