Eastwork is funded by Department of Human Services and Health (Federal) under Section 10 to run a Competitive Employment Place and Train / Individual Supported Jobs (CEPT / ISJ) program to cover some of the need in the Eastern Region. Eastwork is in its sixth year since incorporation and has been very successful in its aims. Eastwork received additional funding in 1994 to take on an extra 14 yearly placements for people with psychiatric disabilities taking the yearly quota up to 59 placements a year. Since the start of our program Eastwork has placed many hundreds of people into employment and operates a support and maintenance program to ensure the people with disabilities using our service retain their jobs. Eastwork caters mainly for people with high support needs; these are ones who tend to need very specialised training and are often not catered for by other services. Eastwork covers the inner eastern to mid-eastern region of Melbourne which has a population of about 600,000 people and which includes approximately 28,000 people with disabilities. The disabilities range from road accident victims to people with an intellectual disability and we cover them all. Clients often require high support and sometimes a training period greater than that which can be provided by other similar organisations. 2.0 Eastwork Employment Program Overview: Eastwork Employment Inc. is a not-for-profit community based incorporated association that assists people with disabilities to find and retain open employment. The Eastwork Employment Service is funded under section 10 of the 1986 Disability Services Act by the Department of Human Services and Health (Federal). Eastwork has Sales Tax exemptions and exemptions under Section 21 Probate Duty Act 1962 and gifts and donations are tax deductible under Exemption Item 140(c) in Schedule 1 to the Sales Tax (Exemptions & Classifications) Act 1992. Eastwork assists people with diverse disabilities from psychiatric to intellectual to access a range of full or part time employment opportunities. 2.1 Selection Process: Referrals to Eastwork are from the Disability Review Panel. Following a referral, applicants undertake an interview with two Eastwork staff members. A decision as to whether Eastwork accepts an applicant is based on their motivation and commitment to seeking and retaining open employment. Sometimes applicants will be asked to participate in a one or two day Work Assessment. Applicants are notified both in person and in writing of the decision. Those accepted commence on the program immediately. Those not accepted are provided with more appropriate alternatives where possible. All clients on the program but not yet in employment are regularly reviewed to assess their own changing needs and aspirations. 2.2 Outcomes: Employers can gain highly motivated workers who display positive attitudes to their employment and perform well in a variety of jobs, often stabilising previously high-turnover positions. Employees gain from receiving increased wages and disposable income, social integration, enhanced prestige, new skills and an improved self image. Australia as a whole benefits because a person with a job no longer requires a disability pension and that person further contributes by paying regular taxes. In addition and perhaps more importantly Australia benefits by the knowledge that it cares and is working actively towards the improvement of disadvantaged people. 3.0 Action Plan Goal: 3.1 To ensure that Eastwork complies with the Federal Disability Discrimination Act (1992). 3.2 To ensure that Eastwork meets its objective specifically related to both its employment targets, its social goals and promotion of the course of people with disabilities. To provide employment programs which find employment for people with disabilities and monitors and supports them in their employment. To endeavour to meet its contracted employment targets. To promote at all times the jobs which offer full wage employment by either part time or full time work. To be outspoken advocates for people with disabilities and to promote their cause at all times. 4.0 Premises and Location: 4.1 Eastwork is situated at 228 High Street, Ashburton, Victoria. It is centrally placed in a busy shopping centre in a former Commonwealth Bank Building. The building is located at ground level and has double door front access only with unobstructed floor areas and disability toilet. 5.0 Plan Development: 5.1 The Plan was developed by the management of Eastwork to provide a framework to ensure operational requirements are in line and consistent with the Act. Eastwork as an organisation with a history of involvement with people with disabilities recognises that although it has in place many systems and policies to cover its day to day operations, it should formalise such arrangements with a registered action plan. The development of this plan is fully approved by the Eastwork Committee of Management who have requested that the Executive Director - Dennis Whelan, and Program Manager - Marilyn Park, take the necessary steps to ensure its implementation. Client representative - David Lelievre, will be consulted during the course of the plan as the spokesperson for the client group. 5.2 The plan has been devised with input from all members of Eastwork staff and clients. 6.0 Communication of the Plan: 6.1 A staff member known as the Disability Review Officer (DRO) has been nominated to ensure the plan is implemented and reviewed. 6.2 All staff have been consulted and made aware of the need for this plan. 6.3 All incoming new members of Eastwork staff will be included in the following process:- Recruitment and Selection Induction Performance Review 6.4 The DDA will be a fixed agenda item at the Annual Conference. 6.5 All staff will be provided with a copy of the plan. 6.6 Progress towards meeting the objective 5.1 of the plan will be discussed regularly at staff meetings and conferences. 6.7 Client participation in the plan will be encouraged and feedback will be encouraged and invited by means of regular questionnaires. 7.0 Evaluation of the Plan: 7.1 Will be by a small committee comprising the Disability Review Officer, client representative and committee members or other people as applicable. 7.2 The committee will review the plan annually. 7.3 The committee will ensure any required changes are implemented. 8.0 Applicable or Associated Policies and Standards: 8.1 Attached Policies App. 1. form part of this Action Plan. 8.2 Commonwealth Dept.
