Treated well at Debney Park Secondary College (all participants attended this secondary school). Not just Africans, but newly arrived people need more support than they currently get with education. Some Africans succeed anyway, but a lot more would with support. Extra help would help Africans to catch up with society at a faster rate. Support in terms of financial support, such as tutoring, homework club, cost of textbooks, study materials, etc. Those parents born in Australia can help with homework and provision of other materials, African students are sharing basic textbooks amongst friends, because each family cant afford the whole set of textbooks. Need intensive literacy support, insufficient provided currently for those with interrupted or a lack of schooling. Should not put young people in the year at school according to their age, placement in the year should be based on their literacy level. Schools with lots of refugee young people should have their own literacy stream/class. Those older new arrivals going to English Language Centres may only have a year or two to decide where their academic strengths are and then go on to university or other training and this is not enough time. A more intensive program is required to assist these older new arrivals to work out their strengths and make future employment and training plans. Putting young people into a level at high school according to their age is setting them up to fail. Parents with limited education are not able to provide support to young people who fare badly at VCE and get low ENTER scores and this plays with their minds and they dont go on with education or training. Government needs to understand that planning for young people is done by their parents. Young people have a range of demands on them from different quarters parents, religion, cultural clashes, and there are gender differences. Some girls are limited in the courses they can do because of religious rules. Africans are encouraged, or forced, to do VCAL rather than VCE, with VCAL being seen as inferior. Sometimes teachers are trying to be realistic by suggesting VCAL (and some are forcing students into this), but the parents and students may be quite angry at the proposal. A lot of people in the community are unaware that VCAL and TAFE are good, that you can get to university using this path. Need teachers to provide a more positive view of VCAL and TAFE and address parental expectations and understanding. In the African community, sexuality is a no go zone not discussed and disabled people are not seen around, their families keep them at home. A disabled person is cared for by their family, but not encouraged to fully participate in society. Need education in the community about support services available for those with disabilities. Justice Improved community relations When something happens, there should not be generalization. For example, in Dandenong, the African community is mainly made up of Sudanese. When one person does something wrong, it is blown out of all proportion and the whole community is blamed, especially by the media. Police blame the community, instead of speaking to the community about problem solving. Police speak to the media about blaming the African community. Young people believe there is a strong need to improve community relations between Africans and the police. In Flemington, there was trouble a few years ago, police came to harass those playing basketball, with name calling and stigmatizing. The police did a lot in the past to inflame the situation. The police should come to the community to do activities with young people, such as social events, etc. Police were creating a self-fulfilling prophecy by saying bad things about the community. New arrivals need education about how to adapt. Police should come to the community to talk about new policies, educate the community, to prevent trouble. Pre arrival in Australia currently includes an interview and a health check, following this the processing can take 6 months to 2 years, the Australian embassy in Nairobi should be providing information and education about what to expect when they get here. How? Young people (who have settled in Australia) should go back and visit refugee camps and train people on what to expect in Australia. For the refugee community in Australia, young people find it hard and parents dont have a clue about societys expectations and the laws and rules. Fear and mistrust in the community arises because in their countries of origin, the state services (military regime) means the distrust is legitimate, services/government can/do harm community members. In the community, some people will spread the view that the police, etc, are not to be trusted, and this needs to change. Insufficient Africans are employed by the service providers, when this does occur, it helps the community to understand what the service provider does, then the community becomes part of the service system. This helps the community to empower itself, and not simply be the recipients of services. Employment from within the community by service providers also cuts down on the need to get to know the community, which can take a significant amount of time. For example, this has been the case in the recruitment of workers by Jesuit Social Services (JSS) to work with young people on the Flemington estate. It has taken a long time for the youth workers to get to know the young people and by the time they have built up rapport, their job contract is nearly completed and the whole process has to start again. Provision to the community of information about who to complain to about police. Eg. OPI (Office of Police Integrity) they did not help much because they were more focussed on higher level crimes. The 鱨վ noted the communitys complaints and organized private lawyers and a conference between these lawyers and the police lawyers is being arranged to mediate on the concerns. Protocol being drawn up between police and African community, which if breached, there is a process of clear consequences. Multicultural Liaison Officers (MLO) in the police are low ranking, limited power, good relationships built with the community, but inability to create change with the rest of the police. Job advertisements for Africans to be MLO in police stations, but the role is only from 9am to 5pm, and the community will view them as a spy. Sunshine and Noble Park positions have been filled, and Flemington has been readvertised and community members personally approached, but it seems very unlikely anyone would wish to take on this hard role. Family Violence No go zone, respect for mothers as mainly come from single parent families headed by mothers, so there are not two parents for violence to be conducted by. Adolescent sons would not be violent towards their mothers, their religion and culture forbids this. Not aware of any families where this had occurred. In situations where both parents are involved in family violence, they sit down on a mat with community elders whose job it is to solve this, young people would not get involved in this at all because it is not their job. The parents might sort it out and then the physical violence might occur again the next week. Young people sometimes leave home after conflict with their parents, but generally come back after a few days. In the home countries, parents have the right to tell young people to stay home, and here it does not work. General Flemington Neighbourhood Renewal Program (Ministers Pike and Wynne) was launched today, for the community by the community, $3 million. Need to be not the only community worker/member in a service, need a network of community worker/members in a range of services to network together and support the community and each other. Health Preference for women to be treated by a female doctor if one is available. Traditional and Islamic background can mean women get discouraged from attending health services. Particularly older people do not go for check ups, community need to be encouraged to do this. Community members get to health services too late for effective help, the illness is too serious by then. Being sick is being an outsider, seeing it as being your fault, punishment by God, or someone has cursed you. There is a community belief that HIV only happens to the worst of people. The community belief is that HIV is due to illegal sex with lots of people. Community sees 16+ as ready to go for having sex, ignore their religion which forbids premarital sex, belief that having sex keeps you healthy as long as it is safe sex. Someone with HIV will get ostracized from the community, so they would not tell anyone, and keep having unsafe sex. Lot of mental illness in the community that people do not treat. Mental illness is not recognized as such, seen a lot of people in the camps losing their minds. People have symptoms of mental illness, but these are not recognized in the community, when the symptoms become severe enough, the person gets isolated. Many young people are getting mentally ill with a lot of cannabis use. Opportunities for treatment are limited, because families cant afford rehabilitation, but at least there are services in Australia. People cant tell someone they are getting mentally ill, because they might respond with swinging at them (physical assault), because the stigma of mental illness is so powerful. In Muslim countries, homosexuality is responded to with killing stoning to death. It is part of Sharia law, which is influenced by Saudia Arabia and so the punishment is now being moderated to 15 months jail for a first offence, maybe 10 years jail for a second offence and death by stoning or being pushed off a cliff for a third offence. The community believes gay is unnatural. Gay would mean being excluded from society and the community. Some gay people must hide their sexuality. There was a talk by a lady at Victoria University whose husband was gay and she got infected with HIV by him. This was terrible because she was not to blame at all. Parents are wary about surgery for family members because of beliefs about organ removal, even for putting a pin in a broken leg, because of they are mistrustful of doctors. This may be based on what they have heard or experienced with doctors from overseas countries. They believe the doctor is inexperienced and may make mistakes or practise on the patient.
