Bottom of Form      PAGE \* MERGEFORMAT 3 There are three offshore processing centres: OPC1, OPC2, OPC3. All transferees live in OPC2 and OPC3; staff live in OPC1 or off site. I have not been to OCP2, where the single adult males live, so cannot comment on that. Though in OPC3 most people live in big tents, which they share with up to 20 others if I understand correctly. Families, unaccompanied minors and single adult females live in segregated areas. Each OPC is entirely fenced off and has one or more security checkpoints. Each person within the OPC carries an ID, which is swiped every time transferees move from one OPC to another, e.g. to go to school or a medical appointment in OPC1. 鱨վ are not allowed to move around freely outside the OPC and are constantly supervised at the OPC. They have very little privacy, and this can cause issues, especially for the teens who are developing their identity and struggling to become their own person. While staff do the very best they can to provide children with recreation, education and an environment where they can be themselves, these kids are living in an environment that is anything but normal. As a result many feel trapped, express how they crave freedom and that they feel they are treated by the Australia government in a way that would never be accepted if they were Australian children. They are just kids who want to be free to be themselves and grow into the people they are developing into, without having their freedom limited. As a result of being detained, the teenagers I work with respond more strongly to changes in their lives. They are vulnerable and may respond in more extreme ways than their peers growing up in other circumstances. Some children feel unwanted and powerless, especially those who have moved from camp to camp. Many of the kids complain of sleeplessness and some show symptoms of depression. While the different organisations in the OPCs do their best to provide a clean and pleasant environment, there is only so much that can be done with limited resources and living in limited conditions. For instance, I've been told transferees only get 30 seconds to shower at one point each day. Needless to say that in tropical temperatures this can create quite unhygienic conditions. Another aspect that I feel impacts the children's development is that they (like their parents and other adults in the camp) are completely reliant on staff to get anything, from food to clothes to internet time. As such, it is very hard to create ownership and a responsible attitude. Instead, you often get people becoming manipulative or stealing, because it is the only way they may be able to access some of the things they wish they had. Not exactly model behaviour for children, I would say. 鱨վ are supervised at all times and materials that may be harmful are banned or limited, e.g. no proper scissors, skipping rope etc. IHMS and the Trauma Team are their to support all transferees, including kids, with their mental health. Incidents are reported and followed up on through vulnerable minors meetings etc. 鱨վ are recorded onto a list as they leave one OPC to go to another (e.g school to home). Their badges are swiped and they are counted on and off. Similar procedures exist for students going on excursions in Australia, without the badges being swiped. I understand how the use of badges helps security to be aware of who is and who isn't at the OPC at any given time. At the moment children have access to primary and secondary education, while a kindergarten level in the process of being set up. Because there is such a wide diversity of what level of education the students have enjoyed previously, it can at times be challenging to cater for everyone. For instance, I teach a group of students aged 14-18, most of whom are beginners in English and may be illiterate. While teachers do their best to offer materials and lessons that are appropriate for both the age and English level, without disregarding their skills in other areas like science and maths, this is far from easy, especially since most literacy based material is design for young children, not teens. There is a playground in OPC3 and a recently opened soccer field in OPC1 next to the school. There are some games and play/sports equipment available. I know most of the residents in OPC3 are separated from at least one person in their immediate family. Every week the transferees get 1 hour of internet time to communicate with family and friends overseas. For children this is 1.5 hours during their school time. Unfortunately the internet connection is often so slow and the allocated time may be difficult dealing with different time zones, which makes staying in touch challenging for all. 鱨վ suffer when they are separated from their families. This is especially noticeable in the many unaccompanied minors that live here. Their behaviour indicates that they respond even more strongly when something happens that upsets them, e.g. when something changes in a class - new teacher, new room, new internet time,... - they might play up in class, get angry, get upset, start misbehaving, refuse to follow instruction, or even have a complete meltdown, for some even on a daily basis. Having multiple incidents in one day in a class is not unusual. There is a team of UAM (unaccompanied minors) workers. I can't see how having a legal guardian they don't know and never see would be helpful for them. In my understanding a guardian takes over the role of a parent when a parent is not available.
