The SAMEAC vision is: To achieve an open, inclusive, cohesive and equitable multicultural society, where cultural, linguistic, religious and productive diversity is understood, valued and supported. The Members of SAMEAC held an internal workshop to prepare a submission to the Human Rights Commission National Anti-Racism Partnership and Strategy. Introduction An effective response to racism requires a clear identification of the nature of racism and then the development and implementation of strategies to prevent and deal with instances of racism. Some dictionary definitions of racism describe it as the belief that members of each race possess characteristics, abilities, or qualities specific to that race, especially so as to distinguish it as inferior or superior to another race or races. Racism is equated with prejudice, discrimination, or antagonism directed against someone of a different race based on the belief that ones own race is superior. The National Anti-Racism Strategy Discussion paper observes that racism takes many forms. In general, it is a belief that a particular race or ethnicity is inferior or superior to others. Racial discrimination involves any act where a person is treated unfairly or vilified because of their race, colour, descent, national or ethnic origin. Whatever the definition of racism, experience tells us that in many instances people or groups get treated unfairly or discriminated against because of their perceived difference of culture, physical appearance, identity, religion or language. These actions can be deliberate or unintentional; conscious or unconscious; driven by a desire to retain or gain power, or due to ignorance or deep rooted social or cultural attitudes. Whatever the cause of this unfair treatment and discrimination, the victims of such actions may suffer in the same way. However, strategies to address racial discrimination and unfair treatment based on perceived difference of culture, physical appearance, identity, religion or language must address the basic causes of the actions. The South Australian Multicultural and Ethnic Affairs Commission has developed strategies grouped under the following headings: Leadership Active citizenship Awareness and education Media Teaching and learning languages Legislation Across each of these areas strategies need to take account of the following important factors: Gender Ageing Youth Economic circumstances Geographic circumstances Leadership Leaders or people of significant influence in society ( eg in social, political and economic fields) have a critical role in preventing and responding to racial discrimination and unfair treatment based on perceived difference of culture, physical appearance, identity, religion or language. People in leadership positions need to Send a strong and clear message denouncing all forms of racial discrimination and unfair treatment based on perceived difference of culture, physical appearance, identity, religion or language in all its forms; Develop and implement policies which prevent and respond to racial discrimination and unfair treatment; Act quickly and decisively, while maintaining a balance with the principle of freedom of speech; Encourage healthy and constructive debate on social, cultural and religious issues; Promote and encourage initiatives to foster social inclusion, harmony, fairness, access and equity, and justice; Ensure the prevention of racial discrimination and unfair treatment in all areas of the society; this includes social, cultural, workplace, educational, business and political arenas; Ensure the development of effective and workable complaint mechanisms for dealing with racial discrimination and unfair treatment including the dissemination of information about such mechanisms; Initiate and promote legislation to deal effectively with all forms of unfair treatment and discrimination based on perceived difference of culture, physical appearance, identity, religion or language. Active citizenship Measures are required to encourage and support active citizenship across all members of Australian society. Active involvement, and being seen to be actively involved, in the civic life of society is a critical and defining feature of community harmony and differentiates Australias approach to cultural diversity compared with that followed in most parts of Europe and elsewhere. It is important that migrants be welcomed and encouraged to not simply co-exist with others but formally to become a citizen of Australia and be included in all aspects of Australian life on an equal footing. For example, in South Australia there is a highly successful Showcasing Multiculturalism Program, in which culturally diverse volunteer performance groups participate in iconic or major public events, including: Australia Day Community Parade in the City; ANZAC Day Eve Youth Vigils; City to Bay Fun Run concerts; SANFL Multicultural Round; AFL Multicultural Round; SANFL Grand Final; Christmas Pageant. All Australian should be encouraged and given a realistic opportunity to take part in shaping the society at all levels and have the opportunity to be part of building the society, culture, economy and political values of the nation. The ethos of a fair go for all should be used and recognised as a guiding principle in individual and collective interaction with others irrespective of any difference of culture, physical appearance, identity, religion or language. Any difference in treatment should be based on the ethos of a fair go for all rather than on positive or negative discrimination. Awareness and education about cultures, religions and languages Awareness and understanding of our diversity plays a most important role in minimising unfair treatment and discrimination based on perceived difference of culture, physical appearance, identity, religion or language and promoting community harmony. Federal, State and Local governments should develop strategies to build awareness and understanding of Australias cultural, linguistic and religious diversity and of the right of all to preserve and share their heritage values. Overcoming unfairness and discrimination requires all people, irrespective of their backgrounds, to gain an awareness of the cultures, traditions and viewpoints of the many others who make up Australian society. The need to gain an awareness of other cultures, traditions and viewpoints applies equally to all no matter when they or their families came to Australia and no matter what their own cultural, linguistic or religious heritage. Culturally and linguistically diverse communities should be empowered to Have the capacity and skills to promote and share their heritage across the wider society; Deal with the media in the event of adverse media reporting. Culturally and linguistically diverse communities should be encouraged to open up and promote their culture to the wider public and not just within their own communities. Culturally and linguistically diverse communities have limited opportunities to access funding through normal sources and it is therefore necessary to have targeted funding programs to encourage the promotion of broader cultural understanding. Schools, other educational organisations and workplaces should ensure their curriculum, culture and organisation is reflective of and responsive to the cultural and linguistic diversity of society. All schools curricula should foster and promote an understanding of all religions and beliefs. This applies equally to all schools whether they be secular or associated with a particular religious tradition. In 2010-11, a Taskforce on Religious Diversity of South Australia, established by the Minister for Multicultural Affairs, called for action by State and local Government, community organisations, sport organisations, schools, universities, complaint-management bodies and public- and private- sector employers. With regard to community education, the Taskforce concluded that there is a need to increase public understanding about the various religions that co-exist in South Australia to tackle prejudice and discrimination. The Taskforce observes that current legislation on discrimination on the grounds of religion provides only limited legal protection for victims of discrimination, and that it needs to be amended especially at the Commonwealth level. Existing education programs for staff members and new arrivals about formal complaint mechanisms should incorporate information on discrimination on the grounds of religion or religious appearance or dress. Taskforce Recommendations included That the Government of South Australia supports a yearly public event at which all religious groups and leaders come together to reaffirm and celebrate South Australias commitment to respecting and valuing cultural and religious diversity. That the Government recommends to the Speaker of the House of Assembly that, at the opening of the South Australian Parliament and Parliamentary sessions, an opportunity is created to acknowledge South Australias cultural and religious diversity. That the South Australian Government encourages all education providers to include information about religious diversity and religious beliefs in their school curricula. That employers in the public and private sectors incorporate information on ethical conduct, and discrimination based on religious appearance or dress, into existing induction and management training provided to employees. That the South Australian Government, the business sector and trade unions demonstrate their commitment to religious diversity by encouraging employers to accommodate, whenever possible, staff who wish to take annual leave to celebrate religiously significant days. That, acknowledging the history of debate about discrimination on the grounds of religion, the South Australian Government works with the Commonwealth Attorney-General to strengthen the powers of the 鱨վ in relation to discrimination on the grounds of religion. That complaint-management bodies and SAPOL implement improved complaint processes for victims of verbal and/or physical abuse based on religious intolerance. That agencies such as the Equal Opportunity Commission, the Office of the Employee Ombudsman and the Fair Work Ombudsman review their training sessions and materials with a view to incorporating information on religious diversity and discrimination on the grounds of religion or religious appearance or dress. That the organisations in charge of settlement services and education programs for newly arrived migrants and refugees ensure proper dissemination of information to newcomers about rights and responsibilities under Australian law, including the right to seek redress via complaint mechanisms. Media In our society the media, including global social media, plays a crucial role in informing and influencing public opinion and understanding. The media has a tendency to sensationalise information and this can lead to unbalanced and misleading reporting. This can result in a poorly informed public. A strategy is needed to support and encourage the media to play a constructive role in preventing racial discrimination and unfair treatment based on perceived difference of culture, physical appearance, identity, religion or language and speaking out against any tendency to condone such actions. This needs to be pursued while avoiding breaching the freedom of speech. The media strategy should include both proactive and reactive elements. In the event of misleading, discriminatory or unfair reporting, the targeted culturally and linguistically diverse communities would be in the best position to respond and should be encouraged to do so directly. Leadership in communities should be alert to the influence of the media. This can be supported by the provision of appropriate media training (such as that organised by the South Australian Multicultural and Ethnic Affairs Commission). At the same time a strong and swift response from leaders and others of significant influence in society would assist in minimalising the consequences of sensationalist media reporting. Culturally and linguistically diverse communities should be supported to be proactive in providing appropriate, informative and newsworthy material to the media. This can play an important role in the public becoming better informed about the customs, traditions, beliefs and the contributions that members of culturally and linguistically diverse communities have made. In the light of the rapidly growing influence of social media, attention should be given to empowering social media users to effectively respond to racial discrimination and unfair treatment based on perceived difference of culture, physical appearance, identity, religion or language through social media. Teaching and learning languages Languages are one of the primary tools for addressing racial discrimination and unfair treatment based on perceived difference of culture, physical appearance, identity, religion or language. Languages help open up minds to other ways of seeing the world, of living, of relating to others. Languages open up people to other ways of experiencing the world, to other sets of values. All of this offsets racism. Learning another language or languages, among many other benefits, is a great way of promoting understanding and awareness. By learning about another culture through its language, students are valuing that other culture and enriching themselves. Benefits accrue regardless of what language is learnt choice of language is not as important as choosing to learn a language. By doing so, students no longer see others who speak a different language as strangers and unusual. Languages learning should be an integral part of the curriculum for all students at all levels of education. Education authorities should structure learning pathways to ensure students can realistically pursue the learning of a language in addition to English throughout their studies. In recognition of the importance of languages the South Australian Government provides funding to the Research Centre for Languages and Cultures. Legislation Proper law plays a significant role in minimising and addressing racial discrimination and unfair treatment based on perceived difference of culture, physical appearance, identity, religion or language. Although legislation exists at state and Federal levels, it is not consistent and, in many instances, has not been effective. It should be noted that the South Australian Taskforce on Religious Diversity recommended That, acknowledging the history of debate about discrimination on the grounds of religion, the South Australian Government works with the Commonwealth Attorney-General to strengthen the powers of the 鱨վ in relation to discrimination on the grounds of religion. It is strongly recommended that legislative provisions be reviewed with a view to achieving consistent, effective, affordable, constructive and workable legislation to deal with all forms of racial discrimination and unfair treatment based on perceived difference of culture, physical appearance, identity, religion or language. An emphasis must be placed on making legislation affordable, constructive and workable so that ordinary people can realistically expect an appropriate remedy in the event of racial discrimination and unfair treatment based on perceived difference of culture, physical appearance, identity, religion or language.
