What achievements should we build on? What mistakes should we learn from? Australia has had some wonderful successes dealing with racism. The success of the referendum [Constitution Alteration (Aboriginal People) 1967] in 1967, overwhelmingly (over 90%) supporting recognition of the Aboriginal and Torres Strait Islander people as citizens, was a major step. If we could achieve the same level of personal, political and community support for the latest proposed constitutional reforms, then we could demonstrate that we have maintained our standards, at least regarding the first settlers of this nation. Whilst we have had very few overt examples of racist attitudes in Australia, such as the sectarian clashes in Cronulla in 2005, and some attitudes observable in some of the nations leaders in recent years, there are still underlying racist attitudes supported by statistical analyses in the discussion paper. Anti-racism legislation was a very positive response, and further work on this should continue. So has this latest initiative, The People of Australia. These initiatives are welcomed by the Ballarat Catholic Social Justice Commission. More positive action like this should be encouraged. Campaigns to change community attitudes in Australia have been very successful. They should be used in combating racism. School curricula needs to be further developed. It should reflect two key points made by the Race Discrimination Commissioner, Helen Szoke, in her comments in the introduction to the Discussion Paper: A zero tolerance approach to racism goes hand in hand with the broad acceptance of multiculturalism in Australia Australia is a multicultural nation cultural, religious and linguistic diversity are fundamental to our national identity. This is something to be celebrated. Diversity is good for Australia and will create a stronger society in our future. Our national leaders should come out with clear anti-racism statements and policies. This is essential, and in recent times has been sadly lacking. Particularly, the negative attitudes of some politicians towards asylum seeker issues are fueling the racist fire, and need to be redressed with urgency. What information would be useful to include in a campaign to prevent and reduce racism? It would be useful if key people in leadership and prominent positions in our community spoke with passion about the problems of racism. This should come from their heart, if not people will see through it and react. Political leaders, actors, sporting heroes, business and community leaders, church and leading academics should unite in a thorough campaign to fight racism and celebrate our multi-cultural society. It should be recognised, implicit in this, that we need to adjust into a more open and accepting society. To gloss over the reality that changes will need to occur, in our attitudes and actions, would be a mistake. Otherwise acceptance of multi-culturalism would simply be tokenistic and possibly detrimental to eliminating racism. For example, the false mantra that we hear so often that theyre here to take our jobs is one such myth that has to be eliminated. How could we better acknowledge the contributions to Australia of Aboriginal and Torres Strait Islander peoples and culturally and linguistically diverse communities? The report Recognising Aboriginal and Torres Strait Islander People in the Constitution is an excellent example of what we can do to better acknowledge the contributions to Australia of Aboriginal and Torres Strait Islander peoples and culturally and linguistically diverse communities. This would demonstrate broad national support for Aboriginal and Torres Strait Islander peoples if it was passed overwhelmingly in a referendum to amend the constitution. As the paper itself discusses this would require careful planning and coordination to ensure broad community and political support, so it may come at the end of a campaign, rather than in the absence of one. However, we believe that it is very possible to garner the support required and would support and urge action towards this end. Again, it would be important for school curricula to properly acknowledge the history of all Australians, and the cultural benefits of the broad representations of races in Australia, particularly the Aboriginal and Torres Strait Islander peoples. Objective 2: Identify, promote and build on good practice initiatives to prevent and reduce racism What are the priority areas in which we should be addressing racism (for example: employment, education, sport, the media, cyber-racism?) We regard the current wave of negative attitudes towards asylum seekers as one of the most tenacious and prevalent consequences of racism in this country today. It is almost institutionalised and tacitly accepted by the leaders of major Australian political parties, it would seem, in a grubby bid for political power. This needs to be addressed as a priority. Sport seems to be a hot-spot for the airing of racist values, and it is pleasing to see that this is addressed at least partially and quickly when it arises. More could and should be done. However, we would not want to single out any particular area other than what we have discussed. In some areas legislation in place addresses some of the most extreme areas of racial abuse, such as in employment. An important consideration is that complaints about racism need to be handled sensitively and without presumption. Otherwise any over-use of conciliation and litigation can erode community support for such methods of responding to racism. How can we involve young people in addressing racism? The participation of young people is essential. Attitudes form and establish themselves as people grow older. Young people are the best hope for broad-scale attitudinal change. They are not only a key target of change in attitudes, but can and should take leadership roles in bringing about those changes. Young people should be supported and nurtured into positions where they have sufficient empowerment and leverage to act for change. Can you give examples of strategies that you have seen used or been part of that have been successful in preventing or reducing racism? Why were they effective? Diversity festivals, multi-cultural activities, and other such activities are good to break down barriers that lead to racism. Racism essentially rises out of fear of the unfamiliar. The more exposure and interactivity that we can create amongst diverse cultural groups the more comfortable people in the community will become with multi-cultural society. Also, we should not be scared of the use of the word multi-culturalism. Some people seem to think that they should not mention it, that it is taboo or offensive. On the contrary, its general usage is essential. We need to talk openly about the change we want to become. How could these experiences be shared to help promote good practice? (For example: a best practice website, clearing house, seeding funding for pilot programs, changing criteria for Government grants programs?) To create change it is important to provide proper tools and supports. Objective 3: Empower communities and individuals to take action to prevent and reduce racism and seek redress when it occurs What strategies or approaches can be used to help individuals and communities who experience racism to speak up or take action? If you have experienced racism, what would have helped you to speak up or take action? There may be a need for a conciliator, mentor, mediator or facilitator to support people who need to take a stand against their experiences of racism. These should be community based, high profile and easily accessed.
