In 2011 the Metro MRC assisted 23,039 clients, 99% of whom identified as CALD or ATSI background. (2011 AGR) The Metro MRCs employees also predominately identify as CALD or ATSI. This submission was written following consultation and discussions with clients, staff, and community members. The Metro MRC has attempted to give appropriate weight to all stakeholders involved. Racism is alive and well (ATSI parent Multi-mix Mob Play group- Marrickville NSW) Create awareness of racism and how it affects individuals and the broader community. 1:1 What has been achieved so far? Australia has made a lot of progress in relation to racism. Whilst there are still many obstacles to overcome, Metro MRC takes this opportunity to thank past generations for delivering to us: The development and integration of a more multicultural workforce More informed Government workers (still more work to be done) Targeted government-funding for specific groups and cultures Support for specific/targeted Multicultural celebrations. On a State and Federal Level. Despite these achievements, errors have been made that need to be addressed, or the current achievements will wane. What needs to be addressed? We have learnt that healing wounds is not easy, but not honestly looking at historic causes and focusing on the future is not always going to solve the bigger issues. Unfortunately, governments continue to validate stigmatising entire communities based on some activities performed by a small part of that group (e.g. The Police - Middle Eastern Task force). An education system that favours one view of history over another. There appears to be a bias against addressing racism at primary and secondary schools. This has been perceived as a reluctance to teach black history, and marginalising the experience of non-Anglo Australians. No genuine attempt to address the errors of past governments or the immorality of racism. Failing to provide a treaty with the First peoples to reflect mutual respect. It was policy as opposed to It was Racist and it was wrong. Consultation continues to rely on the views and input of larger organisations, even though they are not necessarily reflective of that community. Those affected by policies are not consulted appropriately. Real life Our experiences Stakeholders had many personal stories about their daily lives. The most difficult situations were those that involved subtle forms of racism that occurs daily. Such as: Being followed in shops, People moving away from you when you sit next to them on public transport, Leers and snide remarks, verbal innuendos. Perceived and real over policing and targeted policing re: ATSI and Muslim Communities. Judicial discretion (very important) but not when discretion is framed from bias attitudes of Magistrates. 1:2 What information would be useful? That racism in the delivery of goods and services is unlawful in Australia; That racism affects a persons sense of identity, worth and mental health; What vilification is and that it is unlawful; The avenues/processes people can take in making complaints, support services available. That Racism includes culture and religion/faith. But also what it does not include. What is acceptable/not acceptable for a multi-cultural society. Discrimination Toolkit. (your guide to making a discrimination complaint) (2007 legal Aid NSW. Kingsford Legal Centre. Elizabeth Evatt CLC) 1:3 How do we acknowledge contributions of both CALD and ATSI people? Most stakeholders were pleased with current cultural observances being supported by both State and Federal Governments. However there was concern that in the past 15 years there has been an apathy bought on by assuming that multiculturalism is working and everyone is now equal. There has been an erosion of a commitment to social justice, access and equity. There was also a passionate discussion on the undervaluing of ATSI identity. ATSI stakeholders felt that their identity was being merged under a CALD umbrella, even though their issues and experiences are quite different to each other. For this reason there was a strong voice for: A treaty to recognise the first peoples and subsequent changes to the Australian Constitution. Government funded programs that hold the principles of Self Determination. Not just the words. RECOMMENDATIONS TO OBJECTIVE 1 The National Education Curriculum should include an anti-racism strategy, including a historic overview of past Racist practices in Australia, their impact today and how we want our future to look, Where we are now. What we have learnt. Where we want to be. Awareness strategy involving written (translated) information describing what Racism is. What philosophy/laws support anti-Racism and why. Emotional and long term affects of racism. Basic strategies to use when defending a victim of Racism. (within a safe context) Education officers speaking in school. (separate to specific classes) Targeted education programs for Police officers. Court workers (including magistrates) and across the board State and Federal Government workers. Highlight the importance of speaking up when witnessing Racism. Challenging peers. Maintain a commitment to cultural specific positions which provide a multicultural workforce. Breaking down barriers and complimenting our society. Identify, promote and build on good practice initiatives to prevent and reduce racism 2:1 Priority Areas All stakeholders raised concerns of how the media negatively portrays races and cultures, fuelling misinformation and distrust in the broader community. The other aspect that was raised was dealing with government departments, although there was an appreciation for strategies for tackling Racism in Sport. Media (highlighted) / Education Notably Primary and Secondary Schools. Cyber-racism with tightening of overall internet laws. Not with standing continued education across the board. 2:2 What measures should Government take? There was a sense of frustration with this question. Most stakeholders felt that the Government to date had been hypocritical. That while successive Governments lauded a multicultural Society with indigenous peoples recognised and respected, Governments instigated policies that were clearly opposite to this ethos, namely Government Income management (N.T Intervention) and in areas of high CALD populations. When United Nations state policies as Discriminatory and Governments dont heed this....... What can you say? Stakeholders were cynical. They felt Government rhetoric was not congruent with what they do. Align Government rhetoric with government Action Australian Governments respect International laws and adhere to them. While acknowledging freedom of speech as fundamental to Democracy, Governments need to step in when Freedom of Speech is used to malign specific community groups. While acknowledging freedom of speech as fundamental to Democracy, Governments need to strengthen Vilification laws so Freedom of speech cannot be used to promote Racism. Governments need to prioritise whats important to a robust multicultural society. We spend more money on highlighting smoking and speeding than we do on highlighting Racism. 2:3 What role can stakeholders play in addressing Racism? Media was highlighted by all stakeholders as perpetrating negative views on noticeably ATSI and people of Middle Eastern background (Muslims). We need to use the Media to negate the racist views of certain newspapers at this time. It was generally agreed that sporting groups had been trying hard to offset racism in sport. This was welcomed, but noted that it needs to continue. The arts did not raise concern. 2:4 How do we involve young people in addressing Racism? In all areas that young people are represented. Education and offering space for discussion. Media campaigns with young people speaking. 2:5 Examples of Strategies witnessed. There were some wonderful stories of how sports teams (players) used peer support/pressure to challenge their team mates when they were being racist. Done in this collective protective way, It was safe for the bystanders and gave the racial vilifier no support. When a person wearing a Hijab was shunned on public transport another passenger went and sat beside her to show support. It was heart warming and done in silence. No words were needed. But gratitude was evident. Provide opportunities for young people from different races and religions to come together and discuss their differences and highlight/celebrate their common ground. People challenge as a group. Especially when they are challenging one of their own. This is powerful. 2:6 Tools or Resources There is a great resource co-operatively produced by Legal Aid NSW/Kingsford Legal Centre/Elizabeth Evatt CLC. (2007 reprinted 2011) DISCRIMINATION TOOLKIT. (Your guide to making a Discrimination Complaint). Provide more funds to have this produced and distributed on a broader scale. There are already committed Community workers who challenge Racism as part of their roles. Use those already working in the Sector and support /fund them appropriately. We dont need to waste funds creating a whole new body. 2:7 Promoting good practice. While information and knowledge of rights is important, there was a certain amount of cynicism regarding best practice booklets and websites, and clearing houses. We discussed the cost to providing this as opposed to the monies being spent in other ways. It was a general consensus that elements could be linked to Government funding. If you receive funding to work with CALD and ATSI clients then there could be benchmarks that show you have a commitment to hiring and training people from these different cultures. If benchmarks are not met then funding is decreased. Government funded organisations OH&S policies are audited to ensure supportive procedures for Racism/vilification complaints. If we are a multicultural society than the make-up of our work force needs to support this. Representation of CALD and ATSI workers are not tokenistic and workers have opportunities for advancement. Pilot projects remain important as long as if/when evaluations clearly prove the program is valuable funding continues. Questions arose regarding Government funded establishments being granted exemptions to Discrimination legislation. (Private Schools) Credibility is lost when this occurs. RECOMMENDATIONS TO OBJECTIVE 2 Government takes more responsibility ensuring ethical standards are not breached by Media. (Currently being debated) Build on and strengthen current Vilification laws. Federal Government maintains and expands on current multicultural and ATSI specific funding. Leading in its commitment to equity and equality. Information published is available in translated formats. Identify what is working well. Build on current good practices. Highlight and validate achievements. Provide broader consultation strategies, ensuring major input from those directly affected by policies. Workplaces audit their OH&S Policies to ensure clear supportive processes for Complaints of Work Place Racism/vilification. Audit submitted to Funding body. Stricter laws and fines for individual and Organisations breaching Racism and vilification laws. 3. EMPOWER COMMUNITIES AND INDIVIDUALS TO TAKE ACTION TO PREVENT AND REDUCE RACISM AND SEEK REDRESS WHEN IT OCCURS. 3:1 Strategies and Approaches for people experiencing Racism. Stakeholders were unanimous in their support of a collective voice. They felt that as individuals they were powerless. With a collective voice or a professional advocate they believed that Police would take a report seriously. Not feeling isolated ...... If no one on a train defends me why would I go to the police (end quote) For some communities involvement with police is seen as detrimental and dangerous. Those that have contact with police must have support and protection. 3:2 Strategies and approaches for bystanders There came across a strong belief that Racism needs to be challenged when seen. (prohibiting factor was fear of reprisals from the aggressor ). We need education and information (translated) that gives basic strategies on how to address Racism. People need to stand up and provide support to the challenger and victim. (Whole Community approach) RECOMMENDATIONS TO OBJECTIVE 3 Intrinsic to Democratic processes is the option of collective voice or activism. There must always be a bi-partisan commitment to allowing this. As per objective 1. Including strong education on why and how to address Racism either when being a victim or a bystander. Highlight support/services/laws that support this. (Designated police officers) This does not have to be a Race liaison officer. This can be a combined role or amalgamation of other Police liaison officers who also have an education component to their work roles. Clarity and strengthening of vilification laws. OVERVIEW OF DISCUSSIONS AND RECOMMENDATIONS It was interesting that so many stakeholders struggled with the question of Achievements to date? For this reason we recommended Highlighting and validating these in clear terms so the positive remains heard. This also gives communities and people the language when challenging Racism. All stakeholders mentioned Media in their concerns, Notably Medias current portrayal of specific groups and faiths. For this reason we recommended that the Government seriously look at the Ethics, integrity and autonomy of Journalism/media in Australia. Provide space and support more open public debate on the issue. Education repeatedly rose to the fore and tended to be divided. There was consensus that Racism needed to be discussed in schools but to what degree differed. Is it a tag on discussion we talk about once a year to tick a box or is it imbedded into the Australian Education Curriculum as a stand alone discussion with in a philosophical framework? Language and the push for Political correctness bought wry and differing views. We acknowledge that Language is important yet there are concerns we are allowing a watering down of real descriptive terms that are important. E.g There is no such thing as a rainbow sheep. There are black sheep, white sheep and brown sheep. Are we teaching children that the word and colour BLACK is bad? We are not and never will be all the same. We trust that our Education systems are teaching children that diversity is a wonderful thing. Black people, brown people and white people are all valuable. You cannot and never will take the black out of blackfella I believe someone felt this was actually reverse racism. (from good intentions) Racism Exists. Stakeholders from specific cultural groups/faiths disclosed being victims of Racism. This led on to stories from 2nd and 3rd generation Australians who discussed Racism they had experienced because their parents were immigrants. Whats apparent is that over the short history since Settlement many Cultures (other than the predominant) have borne the brunt of Racism. This has changed depending on what Ethnic groups were immigrating at any given time. So Racism has been a constant, directed at various groups over various periods. There is however one IMPORTANT constant. While Immigrants come, get settled, weather the storm, Overt and subtle Racism has existed for ATSI since colonisation. This has not abated. We see it daily. We hear about it daily. Our traditional custodians have and still do experience racism on a very real level across the board on a daily basis. We commit as an Organisation. We commit as a Community of people and we commit as individuals to challenge and change this. We have an expectation that Governments also commit to this. Not just with Rhetoric, but with Action.
