A key component of the policy is the establishment of a national partnership to develop and implement a National Anti-Racism Strategy for Australia. * , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , A zero tolerance approach to racism goes hand in hand with the broad acceptance of multiculturalism in Australia. It is integral to achieving a fair go for all. As Race Discrimination Commissioner at the 鱨վ, I will be leading the development of the National Anti-Racism Partnership and Strategy. The Governments intention is that the Partnership will draw on existing expertise on anti-racism and multicultural matters across three government departments the Department of Immigration and Citizenship, the Attorney-Generals Department and the Department of Families, Housing, Community Services and Indigenous Affairs. The Partnership also includes the Australian Multicultural Council, for whom this Strategy is a key priority. Indeed, the Government committed to developing an anti-racism strategy in response to the recommendation of the Australian Multicultural Advisory Council. The National Congress of Australias First Peoples and the Federation of Ethnic Communities Councils of Australia (FECCA) also participate in the Partnership as non-government representatives. This discussion paper has been prepared to stimulate debate, discussion and input to the National Anti-Racism Strategy. It is not intended to be a detailed discussion of all of the issues relating to racism in Australia. Rather, it provides an overview of the background to the Strategy and to key issues, accompanied by a series of questions to guide submissions to the Strategy. We want your views about what we do well in the fight against racism as well as your thoughts on where and how we can do better. We hope you will contribute by completing our survey, making a submission on the issues identified in this paper, or participating in a public event. Helen Szoke Race Discrimination Commissioner March 2012 鱨վ the National Anti-Racism Strategy and Partnership The aim of the National Anti-Racism Partnership and Strategy is: To promote a clear understanding in the Australian community of what racism is, and how it can be prevented and reduced. The objectives of the Strategy are to: create awareness of racism and how it affects individuals and the broader community identify, promote and build on good practice initiatives to prevent and reduce racism, and empower communities and individuals to take action to prevent and reduce racism and to seek redress when it occurs. Key areas The Partnership has been tasked with designing, developing and implementing the Strategy, with five key areas of effort: research and consultation education resources public awareness youth engagement, and ongoing evaluation. It is anticipated that the Strategy will be drafted by 30 June 2012 and implemented between 2012-2015. WHY DO WE NEED AN ANTI-RACISM STRATEGY? Australia is a multicultural nation. From the Aboriginal and Torres Strait Islander people who represent the oldest continuous culture in the world, through to the newly arrived communities that have made Australia their home cultural, religious and linguistic diversity are fundamental to our national identity. This is something to be celebrated. However, far too many individuals and communities in Australia still experience prejudice, racial discrimination and racism on a daily basis, in any number of situations in employment, in education or sport, or simply when walking down the street. Racism has a significant impact both on the individuals who experience it, and the wider community. Research shows that there are significant links between experiences of racism and discrimination and poor physical and mental health, reduced productivity and reduced life expectancy. Further, it is well-recognised that racism presents barriers to social and economic participation which can in turn cause social exclusion and entrench disadvantage, sometimes for generations. More broadly, racism and prejudice undermine social cohesion and work against our commitment to a diverse and inclusive community. Of course, Australia is not the only country where racism exists. Every country has their distinct experience of racism influenced by their own history and culture. We will need to develop responses to racism that are appropriate to the Australian context and which complement our shared values of equality and a fair go for all. WHAT IS RACISM? Racism takes many forms. In general, it is a belief that a particular race or ethnicity is inferior or superior to others. Racial discrimination involves any act where a person is treated unfairly or vilified because of their race, colour, descent, national or ethnic origin. Racism may take the form of stereotyping, name calling or insults, commentary in the media, speeches at public assemblies and abuse on the internet. It can include directly or indirectly excluding people from accessing services, employment, education or sporting activities. Racism can occur systemically, as the result of policies, conditions and practices that affect a broad group of people. For example, research shows that systemic racism can result in Aboriginal and Torres Strait Islander students experiencing poorer outcomes in education, or job applicants without Anglo-Saxon names finding it difficult to gain job interviews. Just as other forms of discrimination may relate to a number of attributes, so does the experience of racism. For example, racism may compound the experience of discrimination of a woman, who is treated less favourably on the basis of her religion and her gender, or an older person, who is discriminated against on the basis of their skin colour and their age. In its most serious manifestation, racism is demonstrated in behaviours and activities that embody race hate, abuse and violence particularly experienced by groups who are visibly different because of their cultural or religious dress, their skin colour or their physical appearance. Ultimately, racism is a tool to gain and maintain power. It is also inextricably linked with socio-economic factors, and frequently reflects underlying inequalities in a society. The incidence of racism and racial discrimination in Australia The 2011 Mapping Social Cohesion report showed that 14% of Australians surveyed by the Scanlon Foundation reported experiencing discrimination on the basis of their colour, ethnic origin or religion. This figure has been increasing in recent years it was 9% in 2007, 10% in 2009 and 14% in both 2010 and 2011.. National data from the Challenging Racism Project was released in 2011 and measures the prevalence of racism and racist attitudes in Australia.  The research found that: around 85% of respondents believe that racism is a current issue in Australia around 20% of respondents had experienced forms of race-hate talk (verbal abuse, name-calling, racial slurs, offensive gestures etc) around 11% of respondents identified having experienced race-based exclusion from their workplaces and/or social activities 7% of respondents identified having experienced unfair treatment based on their race 6% of respondents reported that they had experienced physical attacks based on their race. . WHO EXPERIENCES RACISM IN AUSTRALIA? Aboriginal and Torres Strait Islander peoples Aboriginal and Torres Strait Islander peoples continue to experience high levels of racism in Australia, across multiple settings. For example, the Challenging Racism data released in March 2011 found that Aboriginal and Torres Strait Islander respondents experienced four times the racism of non-Aboriginal Australians in relation to contact with police and in seeking housing. Similarly, 2008 research found that 27% of Aboriginal and Torres Strait Islander peoples over the age of 15 reported experiencing discrimination in the preceding 12 months, in particular by the general public, in law and justice settings and in employment. More recent research has found that three out of four Aboriginal and Torres Strait Islander peoples regularly experienced race discrimination when accessing primary health care, contributing to some people not being diagnosed and treated for disease in its early stages. It has been identified that the experiences of Aboriginal and Torres Strait Islander peoples today are compounded by the historical disadvantage caused by previous racially discriminatory policies. Culturally and Linguistically Diverse Communities Culturally and linguistically diverse communities in Australia are themselves diverse, having quite different experiences of migration and settlement. As a result, their experiences of racism vary considerably. The Challenging Racism research found that people born overseas experienced higher rates of racism than those born in Australia, and were twice as likely to experience racism in the workplace. Recent research suggests that settled migrants tend to experience lower levels of racism or racist attitudes than more recent arrivals to Australia. The 鱨վs recent work with Arab and Muslim Australians and African Australians suggests that these communities are at a higher risk than more recent arrivals of experiencing discrimination and prejudice. This supports previous research undertaken by the Commission that foundvisible" ethnic and religious minorities, aregroupsmore likely to be regularly subjected to racism because their "difference" in terms of skin colour, dress or cultural/religious practices singles them out as targets of racism. HOW DO WE CURRENTLY RESPOND TO RACISM? Australias responses to racial discrimination and racism are guided by the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD). This treaty was the first major human rights treaty agreed through the United Nations in the 1960s. 175 countries have ratified the treaty, pledging to take steps to eliminate racism and discrimination. Other international conventions which Australia has signed mandate the protection of religious beliefs and cultural identity. The International Convention on Civil and Political Rights (ICCPR) protects the right to freedom of religion and belief. It provides that everyone has the right to adopt the religion or belief of their choice, and to practice it in private or in public. The International Covenant on Economic, Social and Cultural Rights (ICESCR) protects the right of all peoples to self-determination and to take part in cultural life. Domestically, the Racial Discrimination Act 1975 (RDA) gives effect to Australias obligations under ICERD. The RDA promotes equality before the law for people of all races, national and ethnic backgrounds and prohibits discrimination in areas of employment, education, sport, buying goods and using services. In 1995, the RDA was extended to make racial vilification against the law. State and Territory jurisdictions also prohibit racial discrimination in their anti-discrimination legislation. Legal frameworks such as these are important but they are only one part of the solution to racism. They need to be accompanied by other measures, such as effective education, if we are to sustain progress in the fight against racism over time. We know that there are already many successful programs and policies aimed at combating racism in Australia. Ideally, the new national Anti-Racism Strategy will build on these and other examples of good practice in preventing and addressing racism. WE WANT TO HEAR FROM YOU We want to hear your ideas about how we can most effectively tackle racism, though our own individual actions, and at a broader community level. We have organised a range of questions under each of the objectives of the National Anti-Racism Partnership and Strategy. You dont need to answer all the questions and they are not exhaustive. If you feel that key issues have been overlooked, please expand on these points in your submission. Objective 1: Create awareness of racism and how it affects individuals and the broader community What can we learn from how Australia has dealt with racism in the past? What achievements should we build on? What mistakes should we learn from? Historically, Australia has dealt with institutional and interpersonal racism by denying it exists. Tactics that people and organisations have used include: Public denial; Not making changes to policies that discriminate against minorities, and/or not enforcing policies to prevent minorities from being discriminated against; Suspending policies and/or legislation that are designed to prevent racial discrimination (e.g. suspension of the Racial Discrimination Act so that the Northern Territory Emergency Response could be implemented); Behaving in a racist manner and then denying that the behaviour was racially motivated, and/or stating that the racist behaviour of other people was not racially-motivated without evidence to this effect; Stating or implying that the current status quo is the right way for Australia to be (e.g. the use of statements like unAustralian and the Australian way of life may be used to imply that some groups do not belong in Australia). Although people in Australia have experienced countless examples of racism, we believe the future can be different. This can happen through: people acknowledging that racism exists in Australia and is a significant social issue that must be addressed; people talking about racism constructively so they learn to understand and recognise racism when they witness it; people learning how to speak up when they witness racism so that new social norms are created whereby racism and racial discrimination becomes socially unacceptable. Further, we believe that until a majority of individuals are able to admit that racism exists in Australia, it will be difficult to remove institutional racism. While institutional policies that prevent racism are vital, the individuals who are responsible for writing and enforcing those policies also need to have a personal commitment to racism prevention. We should look to current academic research that outlines the incidence of racism in Australia and suggests ways to address it. Ongoing research is vital to promoting the prevention of racism. More research is required to fully understand the impact, strategies for racism prevention, and to develop evaluation approaches. Australia has seen a large number of anti-racism and pro-diversity public education campaigns over the past 20 years. However, most of these efforts have not been sustained due to a lack of funding. As such, long-term change as a result of these campaigns has been impossible to measure. We would like to see ongoing government support both for the Human Rights Commissions Race Discrimination Unit and the small number of not-for-profit organisations that attract community support to effectively promote the prevention of racism in Australia (and, by association, promote the benefits of cultural diversity). Some organisations that have in the past five years done effective work in this area are: All Together Now (Give Racism The Finger campaign) http://www.alltogethernow.org.au/campaigns Victorian Health Promotion Foundation (See Beyond Race campaign) - http://www.vichealth.vic.gov.au/en/Programs-and-Projects/Freedom-from-discrimination/Localities-Embracing-and-Accepting-Diversity/See-beyond-race.aspx ANTaR (Respect campaign) - http://www.antar.org.au/respect Together For Humanity Foundation (school-based education) - http://togetherforhumanity.org.au/ Further, there is a much larger number of organisations working to promote the benefits of cultural diversity, which is an important aspect of anti-racism work, including: FECCA and its state-based bodies - http://fecca.org.au/ Reconciliation Australia and its state-based bodies - http://reconciliation.org.au/ Australia Immigrant and Refugee Womens Alliance - http://airwa.org/ Welcome to Australia - http://www.welcometoaustralia.org.au/ What information would be useful to include in a campaign to prevent and reduce racism? A public campaign to prevent and reduce racism might include: a brief definition (or range of examples) of racism; information about why racism needs to be prevented and reduced. information about what individuals can do to prevent and reduce racism; A public campaign should take into account social marketing principles. For example, the AOM model of social change ensures that the target audience has the Ability, Opportunity and Motivation to reduce racism. A public campaign should be framed in a positive way, but not at the expense of the complexity or seriousness of the issue. It should focus on hope, not fear. How could we better acknowledge the contributions to Australia of Aboriginal and Torres Strait Islander peoples and culturally and linguistically diverse communities? We believe that at a minimum the First Nations should be acknowledged at the start of public events and on websites in Australia. The federal government should continue to support the National Congress, Reconciliation Australia, and the Indigenous Social Justice Commissioner and his team. The state governments should either continue to financially support their state-based reconciliation body (e.g. NSW Reconciliation Council) or where support is not provided the government should provide that support (e.g. Reconciliation Victoria). This support should be adequate to ensure the work of these organisations is effective and meets the needs of the community. The contributions to Australia of Aboriginal and Torres Strait Islander peoples and culturally and linguistically diverse communities throughout the history of this nation needs to feature much more prominently in the new Australian curriculum and associated teaching in schools and universities. Objective 2: Identify, promote and build on good practice initiatives to prevent and reduce racism What are the priority areas in which we should be addressing racism (for example: employment, education, sport, the media, cyber-racism?) We believe the immediate priority areas are those that have the most influence on shaping public opinion and potentially providing space for people to be racist in a public forum. At the moment, these are: Cyber-racism, particularly social media websites, comments on websites and blogs, and online communities and forums where racist ideologies are allowed to flourish; The media, where it allows journalists to encourage racism, allows racist comments to remain online for an extended period, and perpetrates stereotypes; Sport, primarily because a number of high-profile sportspeople that act as role-models for many Australians have engaged in racist talk. We believe that racism currently underlies many societal problems including access to housing, employment, and good health outcomes. This institutional racism is how many people in Australia experience racial discrimination. Although NARPS is focussing on public education we believe this institutional racism should also be addressed. We believe that whatever direction NARPS takes, actions should be long-term and go beyond the initial three-year review period that is currently planned. What measures should governments at all levels take to address racism? Governments should ensure that they: Have internal policies in place which clearly define what constitutes racially discriminatory behaviour and enforce those policies by removing public servants who contravene those policies; Have standards that ensure their public policies do not discriminate on the basis of race and do not allow such policies to be suspended; Respect the cultural communities that reside in their jurisdiction (e.g. by acknowledging the traditional custodians of the land in which their work is conducted); Ensure that public sector employees represent the cultural diversity of their constituents as a key indicator of equitable non-discriminatory workplaces. What role can business, the arts, sporting organisations, community groups, service organisations and the media play in addressing racism? Like governments, all organisations have a responsibility to ensure they have internal policies that prevent racism and that those policies are enforced; Like governments, all organisations should respect the cultural communities that reside in their communities; Arts, media and other organisations that give a voice to public comment should take special care to understand and enforce the fine line between freedom of opinion and freedom from discrimination as per racial hatred displayed in good faith described in the Racial Discrimination Act. All organisations should ensure that all people are fairly portrayed in their advertising, images, descriptions etc. and cultural groups are not typecast. We would like to see more businesses willing to partner with community organisations and governments to create cross-sector anti-racism alliances. All Together Now has had some success in this regard. However, our experience shows addressing racism remains a low priority for the corporate social responsibility and philanthropic work of the majority of businesses that we have encountered. How can we involve young people in addressing racism? Young people should be consulted about the most appropriate way in which to involve them in addressing racism. We believe there are many people who would not write a submission or attend a consultation meeting yet have effective ideas about how to engage their friends on this issue. We suggest matching up those people with academics and creatives to build an interactive government-funded campaign (e.g. The Line - http://www.theline.gov.au/) that could reach young people who are not engaged by formal processes. Can you give examples of strategies that you have seen used or been part of that have been successful in preventing or reducing racism? Why were they effective? Our own work at All Together Now has shown some early success in changing peoples attitudes. During our Give Racism The Finger campaign in partnership with The Body Shop, one in three customers of pledged to speak up when they witness racism. Around 300,000 people were exposed to this campaign. Further, the attitudes and understanding about racism among The Body Shop staff improved as a result of the campaign. Victorian Health Promotion Foundations See Beyond Race campaign is the first community awareness campaign in Australia to be delivered as part of a council-wide program. Unpublished data suggests that this campaign was moderately successful in achieving its aims. We have seen many more campaigns that were unsuccessful in preventing or reducing racism, and suggest the common reason for this is that they were not evidence-based. Please see the VicHealth report A review of communication components of anti-racism and prodiversity marketing / public education campaigns. We believe an effective campaign should have the following elements: Cuts through media and advertising saturation so that people notice it and want to talk about it; Is evidence-based and evaluated; Is adequately resourced so that it can achieve long-term change; and Is cross-sectoral (i.e. involves a small number of non-profit, government and business partners working closely together) so that the project makes the best use of each partners strengths. What tools or resources do we have at the community level that could be better utilised in the fight against racism? 9.1. Cross-cultural networks are vital for ensuring all Australians are encouraged to speak up against racism. We believe a wide range of informal local groups through to funded organisations can help to support anti-racism messages and promote positive cross-cultural contact. However, the activities put in place need to be evidence-based, long-term, and evaluated. 9.2. We suggest that local councils are provided with more funding available to support anti-racism programs at the LGA level. The current upper limit of $50,000 for the DIAC Diversity and Social Cohesion grants which is in part designed for local anti-racism initiatives is inadequate and our discussions suggest this deters some local governments from applying. This is a missed opportunity as local government has the networks and credibility to run local anti-racism programs in partnership with local not-for-profits and businesses, but many require the financial support to make that happen. How could these experiences be shared to help promote good practice? (For example: a best practice website, clearing house, seeding funding for pilot programs, changing criteria for Government grants programs?) We would like to see DIACs Diversity and Social Cohesion grants program actively and widely promote effective projects funded under the program. They might do this by awarding funded programs that perform very well, and by promoting the best evaluation outcomes on their website so others can learn from good programs. We are surprised that although DIACs Diversity and Social Cohesion grants are available for anti-racism projects, most successful applicants appear to be running cultural diversity programs rather than specifically preventing racism. Our understanding is that many community organisations do not want to run anti-racism programs because it is perceived that these programs will be negative. To change this dynamic, we believe a higher funding threshold should be made available for organisations willing to do anti-racism work in their community. All Together Now the only national not-for-profit organisation dedicated solely to addressing racism has been working without core funding for more than two years. During that time the organisation has struggled to attract core funding so that it can operate effectively even though its messages are positive and mainstream. Naturally, we would like to see core funding made available from the federal government for organisations that promote the prevention of racism as their core business. The fact that All Together Now is the ONLY national not-for-profit focussing on addressing racism is evidence that much more needs to be done in Australia. In comparison, America and England both have a substantial number of large-scale, sustainable not-for-profit organisations working effectively in this area. Localised initiatives make the issue real for people. Large-scale initiatives build much-needed momentum. We would like to see NARPS support initiatives at both levels. Objective 3: Empower communities and individuals to take action to prevent and reduce racism and seek redress when it occurs What strategies or approaches can be used to help individuals and communities who experience racism to speak up or take action? If you have experienced racism, what would have helped you to speak up or take action? We believe a wide range of strategies at both a national and local level is necessary to support people speak up. Our work is based on VicHealths Building on Our Strengths report that outlines a framework for local anti-racism action. It includes these strategies which we apply in our own work: raising awareness among Australian residents about different cultures, thereby breaking down misconceptions, busting stereotypes, and challenging xenophobia increasing empathy among Australian residents towards people from different cultures, thereby lowering peoples biases against people from other cultures educating Australian residents about how racism manifests and the effects it has on people subjected to it, thereby increasing personal accountability promoting values that underpin cultural diversity such as mutual respect, empathy, insight, compassion, dignity empowering Australian residents to embrace their own culture/s without fear of prejudice or prosecution, thereby enabling people to understand the importance of culture building positive social norms through the use of popular culture such as advertising and social media measuring and learning from our work and sharing our evaluation with others We have collected a series of filmed interviews of people speaking about their experiences of racism, how it affected them, and how they behaved.
