Introduction The Liverpool MRC was established in 1979 providing services to (newly) immigrants and refugees. The Liverpool MRC, while assisting individuals and communities with access to services, is focussed on capacity building of individuals and communities alike to enable them to participate in Australian society. Messages the Liverpool MRC wants to convey: Protection and understanding of Peoples Human Rights enshrined in a Bill of Rights, preferably incorporated in the Australian Constitution; Appropriate and visionary leadership with proper and constructive dialogue; Leadership and engagement from top down and bottom up to affect change; The need for knowledge and understanding of what racism or discrimination is, in particular what the impact of racism and/or discrimination is on individuals and communities, as well as the wider community; More education is required on what equity entails: equal treatment does not equate equity, rather equity involves provision of appropriate assistance to enable the individual to enhance the optimum of her / his potential; A focus on acceptance and respect, rather than mere harmony and tolerance; Discrimination and racism, whether overt or covert - individual, institutional and/or subtle - exist at all levels and happens all the time; Contrary to the dictum: All are born equal the reality is that people are not born in equal circumstances; Socio-economic disadvantaged areas where resources are scarce and many migrants and refugees also live due to their own limited resources, often experience high(er) incidence of racism; Regulation itself does not change attitudes, though it might change some practices; Engagement of all communities in constructive programs. Liverpool LGA Liverpool is rated as one of the most disadvantaged urban areas in Australia. While Liverpool is in proximity of Fairfield and Bankstown, over the years it has overall lacked the resources and support for infra-structure to properly provide for both local and NESB communities. This creates tension between established residents and new arrivals in the pursuit of scarce available facilities, resources and services. Presently, Liverpool is placed in the forefront of receiving new refugees, in particular those who were considered Irregular Maritime Arrivals (IMAs) from detention centres, released on 866 Visas. Many are damaged by trauma and uncertainty while being detained. Liverpool LGA is experiencing increasing emergence of conflicts amongst youth groups, some based on ethnicity, other inter-religious or intra-religious. Apart from numerous lesser or minor incidents, in 2010 and 2011 incidents took place at: Hoxton Park High School between Lebanese and Anglo-Australian communities; An inter-religious incident took place at Macquarie Mall, generating a huge police operation; Another incident at Apex Park was between culturally / religious diverse young people. Community perception and local examples in the Liverpool LGA: In a survey in one of the most disadvantaged suburbs of Liverpool in 2010 conducted by the Centre for Health Equity Training Research and Evaluation (CHETRE) on improvement of circumstances in a specific identified area - Postcode 2168 - all was considered to have improved, except for attitudes to Multiculturalism and Racism. From Liverpool MRCs own experience Sudanese refugees faced discrimination to the point that they felt it necessary to leave the area. Community leaders, too, are anxious about their community and continuously seek to have services and support to waylay negative behaviour of young people. Generally Australia is perceived as a Success story in relation to immigration and settlement and rightly should take pride in this. Lack of proper infra-structure, scarce resources and uncertainty have a potential to inflame any residue of racism amongst all individuals and communities alike in the pursuit of access to much needed facilities, resources and services, foremost accommodation and employment. In the last decennia or so many leaderships around the Western world have taken the course of least resistance and misfortune in economic mismanagement is laid at the door of unsolicited immigration, that is, those who come from economic poor and war-torn countries. Objective 1: Create awareness of racism and how it affects individuals and the broader community. Roots of racism: Racism is a social construct, not something anyone is born with. Even when racism is not acknowledged as such racial or other prejudice frequently interferes in objective assessment of individual people and communities involved. Racism and attended discrimination extends into all socio-economic realms. Racism is likely to / might be more prominent when resources are scarce and in times of uncertainty. With regard to both ethnicity and religion - currently, the latter seems to take precedence and being associated with identified communities, and should be included in the anti-racism strategy. The issue of addressing racism remains a rather academic exercise: while policies are in place violation of same continues. It does not address what and how people should relate to new experiences, especially when their own existence - perceived or in reality - is threatened by scarcity of resources. There appears to be an understanding of racism, that only if physical abuse and harm is involved it constitutes racism: Sticks and stones will break my bones, but words will never hurt me. However, there are many more forms - economic, social and psychological - of discrimination and racism, whether direct / overt or indirect / covert - which affect people and go unreported: especially in the latter case because they are difficult to prove and people frequently feel intimidated to report and place a complaint to institutions and/or police. Nevertheless, preconceived ideas and attended prejudice influence attitudes and mind-set. GOVERNMENT: There is a lack of pro-active and assertive Anti-Racism in Government Leadership - especially at Federal or State Level - which has contributed to a lax attitude in various government agencies and services alike. The demise of Access & Equity for many years - thankfully recently resumed - has further eroded any sense of responsibility towards fellow citizens. INSTITUTIONAL DISCRIMINATION / RACISM: Institutional racism is more insidious and rampant than overt racism, despite anti-racism policies, as - aware of legislation - they will not openly acknowledge discrimination or racism. Some more obvious examples are: Non-recognition of qualifications - that is when people do have papers-, whether (high-) school, trade, or (higher) professional qualifications under the guise of professional protectionism. Intransigence about requirements re English ability when clearly evident education was received in English. Documents sighted, signed and sealed by JP not accepted as genuine. EXEMPTION OF CHURCH CHARITIES / INSTITUTIONS: Church charities in Australia often receive large federal - i.e. public - government funding, yet, generally are exempt from anti-discrimination / racism laws. It is inappropriate for charities which purport to assist the whole community to have this exemption. Firstly, notwithstanding conceding genuine care, they may not be appropriate for the needs of individuals or communities who come from different ethnic and especially different religious backgrounds, hence services might be limited or not appropriate to people from other faiths with respect to their particular requirements. Secondly, many are excluded from employment on grounds of not submitting to the religion the agency holds, albeit with some exceptions at the lowest service end (as testimony they are open to people from whichever background). Being public money and receiving large amounts of funding from federal government, church charities should not be exempt from discriminatory employment and practices which is against the spirit of Access and Equity and officially required from all other agencies; It seems contrary to how public money should be used that this practice is still allowed to exist. This in itself is a form of racism, i.e. unless ascribing to the predominant religion no opportunity is made available for advancement in employment. There are good reasons for some services and positions to be exempt and/or assigned, e.g. Aboriginal people in Aboriginal services, specific bi-cultural workers for specific communities to facilitate access to other services, women only in women services, men only in men services. However, they all need to keep the overall humanity in mind. ETHNO-SPECIFIC, MRCS / DIVERSITY SERVICES AND MAINSTREAM AGENCIES: Ethno-specific agencies are required to open up to other communities and refer to mainstream services. At the same time, various mainstream services, including NGOs, though funded by Government, refer clients back to ethno-specific and/or MRCs / Diversity Services for assistance: this appears to be in contradiction of mainstreaming. Stricter adherence to and monitoring of Access & Equity on qualitative measures, rather than quantitative tick of the box is required in relation to management, staff development and training in compliance with Government requirements and funding regulations. Ethno-specific agencies, especially those from emerging and small communities often do not have the same infra-structure and/or clout mainstream agencies may have: recognition of the former valuable services remains tenuous. RACISM AND/OR REVERSE RACISM: Racism is an universal phenomenon: not unique to Australia, nor specific to any ethnicity or country. Nor is it only related to new immigrants / refugees, rather the pecking order is everywhere. Older Anglo-Australians may fear the demise of their unique Australianness, even though like in all societies things change and evolve. Older established ethnic groups may not be as welcoming to new arrivals - even those from the same country - whether due to (past) history or other reasons. Tensions between cultural or intra-ethnic groups cannot be soothed just by platonic assertions of being in another country. INAPPROPRIATE USE OF POWER BY PEOPLE IN POSITIONS OF POWER Leadership: the need for showing leadership from all communities in whichever position and not to abuse this position Police forces lack of assistance, rather use of intimidation, especially in relation to young visible people being stopped and requested to identify (contrary to Common Law) PUBLIC / MEDIA AND FREEDOM OF SPEECH: Alan Jones and other Shock-jock radio presenters getting away with vilification; Commercial TV making statements and presenting stories which promote fear, hence leading and/or enhancing racism. LOCAL AND GENERAL SERVICE DELIVERY: There are many instances of discrimination notwithstanding individual service providers who sincerely do try to accommodate clients presented in their care. General: Lack of use of Interpreting services in government funded services; Resistance to assist clients with more complex issues, finding them too hard. Accommodation: Housing support service refusing to provide services to NESB clients even though the majority (93%) of clients are from NESB / Refugee background; Lack of appropriate accommodation for large families; Difficulty for new arrivals to obtain rental space without having prior rental history; Real Estate Agents provided with Interpreter services not displaying the service and not accessing the service; Abuse by Real Estate Agents of clients not knowing / understanding rights and responsibilities, such as checking property for lease prior to signing. Education: Public Primary Schools (PS) Public Primary Schools in disadvantaged areas are not able to provide adequate support; Placing new students according to age, rather than according to their abilities, past schooling records and other intervening traumas, which leaves many students from refugee communities in classes / lessons which are difficult to follow; Pre-schools placed in schools introducing fees while government proclaims universal access to pre-schools: this places disadvantaged families in dire straits. High Schools (HS) and integration of Intensive English Class (IEC) students: Teachers training, i.e. knowledge and understanding of racism and how to deal with this Segregated lunch-breaks between IEC and HS students aggravating difference. Employment & Training: Recognition of prior certificates and/or qualifications; Professional protectionism making it difficult to obtain qualifications; Immigration policies: Reduction in family reunion which effectively impacts on successful settlement of single immigrants. Assumption that settlement is achieved in three (3) to five (5) years, which is highly unlikely; migration / resettlement is a life-long experience. Police: Police: making clients wait many hours for an Interpreter by which time the client does not want to proceed and even less put a complaint as s/he has already lost trust; Regular intimidation by Police force with many Police staff present and sniffer-dogs targetting visible young people from NES background. Women services: Western Feminist thought seems to hold that all men by default are at fault, nor willing to take into account cultural considerations, thus breaking up families, but leaving abused women ostracised from their communities with little or no support (DV Services); Insufficient culturally appropriate support from mainstream services for women from NES backgrounds; Refuges being inappropriate for women and children from NES backgrounds; older children being separated from women. How it affects individuals, individual communities and the broader community. The above instances greatly affect individuals, individual communities alike, as well as the wider community at the local area level: every negative incidence report adds to a perception that new refugees / migrants are a potential nuisance or even threat, i.e. reinforces racism. Objective 2: Identify, promote and build on good practice initiatives to prevent and reduce racism. Type of initiatives: Large scale project/s to address racism remain overall ineffectual. Prejudice, racism and discrimination are besides overt or subtle, more frequently insidious where to pinpoint any of the above becomes hard to prove. Local based projects / programs on an on-going basis generally have a better outcome. Projects / Programmes must go beyond harmony and tolerance, i.e. into acceptance and respect Any initiative and follow-up on anti-racism will need to have monitoring qualitative powers: not a mere tick of the box Projects should have a long-term (ten years Plan) to effectuate and identify results. What are the priority areas in which we should be addressing racism (for example: employment, education, sport, the media, cyber-racism)? It seems inappropriate to ask about priority areas, because it interferes in every sphere. However, we support that at least the following area should be addressed: Media is a powerful area which has a great impact on how the society views its own citizens, especially in relation to issues people themselves may or do not directly encounter and/or have a full understanding of and/or statistical data likewise can and are being subjected to manipulation in order to guide public opinion. Hence, the onus is on media outlets to provide responsible coverage. What measures should governments at all levels take to address racism? Governments at all levels need to develop and pursue a pro-active and assertive implementation of Access & Equity, Anti-racism, Anti-Discrimination and Social Justice / Inclusion: they are all inter-linked and none of them can succeed without the other. How can we involve young people in addressing racism? Young people discern and learn from an early age how society treats them, through the experience with their parents / relatives and peers. These early experiences may become entrenched in thinking about how society in general treats them as a community group. Increase funding resources to develop meaningful support services for families with children 0 - 8 years of age, indeed pre-young people; Increase funding resources for young people in the Liverpool LGA. Can you give examples of strategies that you have seen used or been part of that have been successful in preventing or reducing racism? Why were they effective? Successful policies and strategies are those which are genuinely inclusive, not arrived at because of legislation, by specific programs or by good deeds. Liverpool MRCs programmes are geared towards building capacity and foster inclusiveness. For example, Liverpool MRCs Cultural Connect Multicultural Playgroups support families and children from diverse communities: families meet with other parents from various culturally, linguistically and religious backgrounds in a supportive and constructive way, meanwhile learning about available services if in need and building their own capacity. What tools or resources do we have at the community level which could be better utilised in the fight against racism? For service providers: Continuing workplace training regarding organisational policies, identification of employees needs in relation to working with clients from diverse backgrounds, identification of barriers and/or gaps; Provide opportunities for individuals and neighbourhoods / communities to engage in activities which build community strength and provide positive stories, not portrayed as exceptional, rather to show the much more common kind, instead of racism; Arts and sports programmes and events with other service providers and police; Programmes geared to demonstrate the contribution the various communities make in their own way to Australias rich fabric, whether in various art media or other forms; Local Councils taking a stand that they are inclusive of their own communities and promotion through banners and other promotional materials, including actively encouraging programmes which engage communities in different ways.. How could these experiences be shared to help promote good practice (for example: a best practice website, clearing house, seeding funding for pilot programs, changing criteria for Government grants programs)? Though Best Practice website, Clearing House or other are useful, they generally will be visited by those who already are interested in eliminating discrimination and racism. It is less likely to engage people who are disinclined or not interested at all. Seeding funding for pilot-programs are far too limited in affecting actual change in such a big social issue: it cannot possibly address this in one year, except perhaps in a small group. Rather, it needs to be addressed, reflected and implemented in departmental policies, (recurrent) funding agreements with service providers, as well as conveyed to the wider community. Other options / suggestions: Positive experiences are being shared, but it needs a Whole-of-Government commitment to address discrimination and racism, that is, acknowledge more vigorously positive contribution by Aboriginal and Torres Strait Islander peoples and communities from non-English speaking background. Government should far less harp about boat arrivals, who in fact overall turn out to be genuine refugees and are minor in number - certainly compared with overseas countries, whether local (neighbourhood) or OECD countries. In the scheme of things in Australia illegal immigrants by air are far more numerous and usually overstay their visas, but because they overall tend to come from English-speaking countries are not considered in the same vein as boat arrivals, nor pursued with the same rigour! NESB individuals, communities and ethnic / multicultural agencies are eager to contribute, but are thwarted by lack of access to sustainable resources. While acknowledging appropriateness of adherence to application requirements, the rigorousness appears especially severe in relation to ethno-specific agencies, while mainstream agencies are exempt from too much searching in their practices. Effort and time is demanded to justify the existence of ethno-specific agencies, while to their respective communities they are essential as mainstream agencies do not adequately provide and/or refer NESB clients back to either MRCs / Diversity Services or their respective agencies anyway. Objective 3: Empower communities and individuals to take action to prevent and reduce racism and seek redress when it occurs. A Bill of Rights should be enshrined in the Australian Constitution. What strategies or approaches can be used to help individuals and communities who experience racism to speak up or take action? If you have experienced racism, what would have helped you to speak up or take action? Strategies and approaches have been undertaken by both affected individuals and communities, however, it is often institutional and conventional racism that gets in the way of empowering and achieving positive outcomes, except for exceptional ones. Working from the premise that not everyone is born equal and do justice to the claim for ajust and caring society, we need to assist those whom are disadvantaged and/or in need. Hence, the priority and onus lies with the very institutions which are supposed to address Access and Equity, Anti-Discrimination and Anti-Racism to review their core-business in relation to same. What strategies or approaches can be used to help by-standers address racism where and when it occurs? By-standers as part of a society raised in fear might not do anything, even if they wanted to. Police Officers are not quite communicable, especially to young people from different backgrounds. Therefore, again, it is Leadership and proper modelling to convey proper messages about Access & Equity and Anti-racism. Involve and educate community leaders who themselves at times may contravene acceptance and respect of other community groups; Empowerment of individuals and individual communities to enhance the ability to have due access to express themselves; Empowerment of the broader community to engage and see beyond differences, rather see the similarities.
