FBi Radio is a community radio station that broadcasts new Australian music to around 250,000 listeners a week (McNair figures). Under our licence, a minimum of half of everything we play is Australian and half of that is in turn sourced from Sydney. As well as being Australia's only dedicated Australian music radio station we have a specific remit to be a youth broadcaster. As a youth broadcaster, our success in delivering on our mission to members and to the community of interest for whose benefit the licence was issued relies on us being immersed in and a core part of the youth culture of Australia. In our view this means that across the portfolio of roles and responsibilities at the station there are some which can only be done to the fullest by people who are very young. In addition we believe that while an age mix gives young people the benefit of mentoring, development and perspective, the creation and maintenance of a youth culture requires that a majority of roles at any given time must be held by young people. As well as celebrating youth culture, a core part of our mission is to train, promote and provide opportunities to young people. This requires that there be a steady stream of vacancies both paid and unpaid for young people to be promoted and developed in to. Desk-blocking has to be structurally prevented in order to ensure we remain faithful to our commitment to the community to be a place where young people can find opportunities. An example of our structural approach is the Junior Vice President role which has always been reserved for a person under 25. It has proven an important role in identifying and developing young volunteers into directors. Many people who have held the role have resigned on advance of their 25th birthday making a great new role available for younger volunteers who would never consider becoming a director so early in their careers. Several former youth JVPs have later returned in staff or ordinary director roles and all have gone on to success in music, broadcasting or the arts. The Junior Vice President role ensures there is always a voice at the board table dedicated to representing the youth perspective in management and business decisions. Some years ago we received an informal complaint regarding this discrimination. The board is keen to secure an exemption which allows us to stand by our decision to support young people in this way. There are a range of other roles which require a strong youth focus, in particular the music focused positions. The music we play defines our ability to meet our mission and license conditions. While music professionals grow in their skills and experience similarly to other staff, certain roles require a young persons perspective. There are both tangible and intangible reasons for this. The tangible reasons include serving our mission by not desk-blocking these opportunities to the next generation of volunteers and talented professionals. Among the intangible reasons is that in our experience over nearly twenty years of broadcasting we see that the young music professional hears the future differently than her or his older colleagues. We believe as a board we must have these young ears to do our job properly. The board of FBi makes this judgment carefully and I note that among our members are several radio and music industry professional s of varying ages. Our directors, staff and key volunteer broadcasters reflect a wide age range. We are aware of the value that experience brings in many roles. One 60-something presenter spoke at a recent station meeting about the positive experience he has had in this respect. However we are unanimously agreed that young ears are required in certain positions here in order that we stay institutionally alert to the cutting edge, the emerging talent and the sound of the future. We seek an exemption to the Act in order to ensure we can positively prefer young people where the board believes it is necessary to serve our mission and our broadcasting licence. We seek a general exemption in order to balance the age mix across a range of roles in the organisation. We request that the exemption be ongoing. If that is not acceptable to the commission, a period of five years would align with our five yearly license review process which we undertake in response to the Australian Communications Media Authority. We submit that our request: is reasonable given the youth mandate of our license to broadcast is necessary to acquit our mission cannot be achieved via non-discriminatory means will have negligible adverse effects on our staff and volunteers will have a strong positive affect for the community impacted ie those people defined under our license as the community of people interested in Sydney Music Arts and Culture.
