In keeping with the focus of this agenda item on effective functioning of human rights mechanisms and national institutions I propose at the outset to briefly list some of the key areas with which the Australian Human Rights and Equal Opportunity Commission has been involved over the past year. A more detailed account of those activities will be circulated. So here is an overview:

Firstly, HREOC is charged with: "promoting an understanding and acceptance of human rights in Australia". Young people obviously form a very, very important part of that task.

Although the first Human Rights Commission was established by federal legislation in 1981, ICESCR was not added to its mandate (unlike the ICCPR). The omission was repeated when the new (current) Commission was established in 1986.

The ºÚÁÏÇ鱨վ supports a Human Rights Act for Australia. It would set out in a single document the human rights that all people in Australia are entitled to enjoy, and the responsibilities we have to respect the rights of others.

Firstly I would like to acknowledge the traditional custodians of the land on which we stand and by so doing remind ourselves that Australia's cultural traditions stretch back many thousands of years. The acknowledgement also expresses our aspiration for a just and inclusive Australia for all.

Thank you for inviting me to speak today. It is almost a year since I spoke about the Human Rights Commission's Bush Talks consultations at the 1999 national conference of the Australian Association of Rural Nurses in Adelaide. I spoke in particular about some of the health concerns raised in the consultations.
