    In my role as Acting
    Aboriginal and Torres Strait Islander Social Justice Commissioner I

    of human rights by the Aboriginal and Torres Strait Islander peoples
    of Australia, pursuant to section 46 of the Human Rights and Equal
    Opportunity Commission Act 1986    .
