TFGBV includes any act of harm - physical, psychological, social, or economic - enabled or amplified by digital technologies. It disproportionately affects women, girls, and marginalised communities.

TFGBV undermines a wide range of rights, including:

- Equal participation in public and digital life
Common forms of abuse impacting rights include cyber harassment, image-based abuse, doxxing, hate speech, Disinformation and deepfake pornography.
Human Rights Impact Assessments (HRIAs)
The Commission advocates for the use of HRIAs in the development of digital technologies, particularly AI, to ensure gender-sensitive and rights-based design and deployment.
